All institutions and business organizations agree that the mechanisms and instruments for labor market monitoring and early identification of demand for skills / education and training should be improved5. Existing data and analysis from public institutions provide useful information, but the current scope of labor market analysis is insufficiently refined to support better informed forward-looking policies contributing to skills matching and employability. Early identification of trends and demand for skills in the national economy (sectors, occupations), better understanding of the nature of mismatches (linked with skills / qualifications; recruitment conditions / practices) and analysis of transitions from school to active life require cooperation of relevant institutions, not only to produce data and analysis, but also to interpret and disseminate readable information to users and support decision-making. The Republic of Moldova developed and maintains a substantial set of databases of statistical information relevant for monitoring the labor market, education and training. However, stakeholders recognize gaps, particularly in analyses of a medium-term anticipatory nature on demand and supply of skills. Other limitations concern issues of fragmentation (non-communication) between databases and sources of data, certain inconsistencies in the harmonization of classifications and documentation and the scope of measured indicators. These limitations hamper identification of trends and anticipation of future skills/competences needs, with adverse repercussions on the capacity of skills development systems to timely adjust and respond to employers’ demand and to changing technology and work methods. Diverging interpretations of trends and functioning of the labor market and of the causes and nature of mismatches between demand and supply of skills/ competences come as a result of insufficiencies of the information and analytical system. Informed and evidence-based stakeholders dialogue on skills anticipation and matching is fundamental but will require improved and coordinated data and analysis. The National Employment Agency (NEA) of Moldova plans a substantial improvement of its labor market information systems. To this end, the Ministry of Health, Labor, and Social Protection (MoHLSP) and the NEA, created and developed a Labor Market Observatory (LMO) in 2018 as a separate labor market research department within the Agency. Currently, the Observatory is responsible for the analytical work on the labor market, including the yearly publication (prognoza) of the Labor Market Forecast Survey (LMFS) and the Occupational Barometer (OB), both of which were published until 2017. The LMO would employ three additional members of staff with the role of coordinating the partners/stakeholders’ efforts and informational flows, collecting the information and the analyses as well as disseminating the labor market information and the results of conducted analyses/studies/researches. The LMO function is based on a comprehensive partnership agreement between MoHLSP, the NEA and other relevant institutions such as the Ministry of Education, Culture and Research (MoE), the National Bureau of Statistics (NBS), the Ministry of Economy and Infrastructure (MoEI), the National Institute of Economic Research (NIER), the Chamber of Commerce and Industry, the National Confederations of Employer and Trade Unions, the Economic Council under the Prime Minister, and Sector Committees and is open for other interested stakeholders. The purpose of this document is to: 5 Vladimir Lungu (2016), “Feasibility of a labour market observatory in the Republic of Moldova�, Employment, Employability and Mobility, TP-EMPL WP 15-40, ETF. 8 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • Set the business goals to be achieved by the realization of an LMO IT infrastructure to enable the provision of effective information services through the LMO; • Layout the system concept for the LMO Information Services (IS); • Describe the system architecture and the functional and technical requirements for the LMO IS that will feed data from various sources (administrative data from the NEA MIS, tracer and other studies done in education sector, household and firm surveys, job vacancy data, tax administration data, etc.) and provide digested information to the end-users; • Provide suggestions on the functional scope and content of a web portal/interface which will be the key channel for the LMO to provide information services; and • Provide a roadmap for the implementation of the LMO IS. Annexes contain a list of the first products expected by the LMO, a list of existing data sources directly or indirectly related to the labor market in Moldova, as well as supporting technical analysis. 9 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 2 Business Objectives to be Achieved Currently labor market data in Moldova is fragmented and its management is insufficiently coordinated and harmonized. The National Bureau of Statistics (NBS) collects data from key survey instruments, mainly through the Labor Force Survey (LFS), ad-hoc surveys (time use survey in 2012 for instance), but also additional enterprise and workforce surveys6. The NBS publishes reports, and makes several databases accessible for researchers. Other organizations are also involved in data collection, analysis and reporting. Although the necessary data is often available, in Moldova it is not standard practice to track Labor Market (LM) status and trends or prepare LM periodic reports. From 2008 to 2016, the NEA implemented its Labor Market Forecast Survey (LMFS) yearly, but this survey only produces short-term indicators of LM trends. In addition, there do not appear to be any agreed indicators and related methodologies that active labor market program (ALMP) implementers are expected to produce regularly, in order to be reviewed by policy makers and reported to higher authorities. The NEA only produces regular statistics on the number of jobseekers registered in their database, participation in LM programs, and statistics on the number of registered jobseekers who have found a job. However, rigorous evaluations are not carried out to assess the implementation of LMPs (active or passive) and individual LM programs or to carefully identify their impacts. Several public authorities (for example, MoHLSP, NEA, MoE, CNAS, etc.) and other organizations (industry associations) also possess information systems containing data on the working situation, educational status, and ALMP participation of the labor force. Although there are cases where data are available within the information systems supporting the LMPs (active or passive), these data are not linked at the reporting layer of the information systems, in order to provide indicators for the monitoring and evaluation of LMPs, or to a further extent provide the means for monitoring the beneficiaries’ full pathway to employment between the various calls and their status after the completion of a program. There is also currently an existing weakness in the interconnection and the interoperability of the various information systems involved in the LMPs, as well as a lack of a single digital space to gather all the available data concerning the LMPs, so as to provide MoHLSP and other policy makers with the ability to have an overall picture of the policies’ impact. In fact, information is fragmented in different information systems and MoHLSP as well as all the involved LM actors are forced to resort to ad-hoc solutions with the various public authorities possessing the data required for the monitoring and evaluation needs of each individual program and overall active labor market policy and programs. There is an urgent need for the MoHLSP to be able to access the information needed for the high-level monitoring, evaluation and ultimately (re)design of LMPs. An umbrella instrument such as the LMO would offer the possibility to better integrate data and information from various sources, for analysis and dissemination for the various key users. An LMO is an effective setting to coordinate data and information on labor market dynamics and skills trends, and provide users (policy-makers and the wider public) with readable evidence and structured information for the elaboration and implementation of strategies, policies and measures pertinent to labor market, skills matching and education. LMO’s capacity is useful for monitoring policy implementation and elaboration of recommendations for action. “Designing, running and analyzing surveys is not enough as nowadays labor market information (LMI) can be derived from a variety of sources, including the social media. In contrast with social statisticians, the employees of labor market observatories are expected to analyze the data in such a way as to make valid policy conclusions about which labor market mechanisms can be activated or, more generally, which evidence-based practices work. The analysts are expected to find “good practices� and be able to tell under which conditions they can be transferred to other countries and regions and to uncover “causal mechanisms� that can be activated to achieve desired labor market goals�7. The setup and use of the LMO Information Services should not only facilitate designing LMPs (active or passive) according to the needs of the unemployed but should also serve to adapt LMPs to specific labor market circumstances. Information and analyses from the LMO IS are instrumental for policy and decision- making on the labor market, education and training, for the economic sector development, and for wider public use - employers, workers, learners, regions, career guidance, and educational institutions of all types. The LMO IS is also expected to be a tool for labor and employment policies decision-making. Vision Statement The LMO Information Services (LMO IS) aspire to become primary mechanism for fetching and dissemination of labor market information (LMI) and intelligence, building on existing fragmented data and analyses. The LMO IS will gradually address certain data exchange gaps between labor market information systems and enhance the anticipatory focus of the outputs. It will make a difference by providing well-grounded responses on the underlying causes of skills mismatches, and propose solutions engaging all interested stakeholders, including both expert and non-expert users of labor market information. The LMO IS will seek to integrate data and analyses contributing to an improved understanding of labor market and skills dynamics (short and medium-term); foster cooperation and dialogue of partners and stakeholders in making sense of the produced information; enhance coordinated data collection and production of needed analysis; disseminate readable information on labor market trends for social and economic decisions for the wider public. Finally, the LMO IS will facilitate the timely and systematic availability of data and data analyses on LMPs (active or passive) and the labor market, so that the MoHLSP can monitor LMPs, including selected data on individual program implementation and results, and use evidence to plan how to utilize available resources to fund LMPs. The system will be aligned with the objectives of LMPs as the system will be able to track LMP participation and its results. The system will be a tool for overall decision-making for labor and employment policy, including re-design of LMPs as needed. Those that need to be taken first, and are an absolute must, are labeled “Layer 1� or “Core function.� Those actions that are of lesser importance 11 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • Facilitate the availability of information related to the ALMPs operation, participation and results on a timely basis to support decision making in relation to the ALMPs and their role in supporting unemployed workers and improving the operation of the labor market [CORE FUNCTION]; Labor market analysis • Provide continuous and updated information on the labor market, quantitatively and qualitatively, with regard to supply and demand of professional competence on the labor market [CORE FUNCTION]; • Publish analytical research relating to specific areas which are not covered by regular statistical data [CORE FUNCTION]; • Analyze skill needs on the labor market and prospects of various professions on the labor market and their attractiveness [CORE FUNCTION]; • Elaborate on medium-term forecasts, foresights of labor market development, estimate the perspectives and the needs for various occupations/competences [LAYER 3 FUNCTION]; Policy making and planning • Elaborate recommendations for concrete action and support policy decisions, and enhance the effectiveness of policies in different occupational categories of target groups (labor market inclusion of young, people from various disadvantaged categories), and support the participatory (active) aging of population [LAYER 3 FUNCTION]; • Support the medium and long-term strategic planning for utilizing the resources available to fund ALMPs, both from the state budget (national resources) and other sources (co-financed resources) [LAYER 3 FUNCTION]; Monitoring and evaluation • Monitor and evaluate the public and private education/training system in order to determine the compliance between the training delivery services system of vocational training and the demand for labor [LAYER 3 FUNCTION]; • Enable the high-level monitoring of active labor market policy, including, for example, the implementation and outcomes of the various programs by making use of the monitoring data of individual programs [LAYER 3 FUNCTION]; • Promote the integration of the systematic monitoring processes in relation to the design, implementation, and reform of the ALMPs [LAYER 2 FUNCTION]; and • Provide the monitoring data necessary to support evaluations (information on inputs, processes, outputs, and outcomes to contribute to the evaluation of implementation - process evaluation - and outcomes - impact evaluation - of these programs), and more specifically provide evidence that the necessary conditions for a program to have an impact have been met and data on the parameters that define the intervention [LAYER 2 FUNCTION]. and should have less priority are labeled “Layer 2.� Finally, this note offers some ideas of actions that could be taken in the longer term, once LMO has implemented the first two “layers� of actions, and these are labeled “Layer 3.� 12 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 3 User Needs 3.1 Identification of User Categories In what follows, the various user types and the respective user categories of the LMO IS9 are presented (i.e. all those that will affect or be affected by the IS). The needs of the various partners and users largely determine the scope of the LMO’s activities, outputs and operational modalities. The two main categories into which potential users of the LMO IS can be classified are: • Internal Users: Users or groups of users who will interact with the LMO IS and work within the main public agencies responsible for the LMO (MoHLSP and NEA). • External Users: These are all those who will interact with the LMO IS and do not belong to either the MoHLSP or the NEA. Each of the two categories is analyzed in detail below. 3.1.1 Internal users Policy-making and policy-implementation bodies, especially the MoHLSP and the NEA, need the LMO to design better labor market policies, including: • Planning and decisions on current policies and future reforms, • Effective funding decisions for employment and education-training programs and initiatives, • Efficient monitoring of employment, • Information and guidance of the population on employment trends and educational needs, • Monitoring of effectiveness and impact of policies and programs in the domains of labor market and employment, education and training, economic and social development, • Public accountability and reporting on the effectiveness of policies and strategies (evidence- based policy), • Justification and design of corrective measures. Public employment services (PES) benefit from the LMO information, analyses and forecast in many ways. They are enabled to monitor and maximize the impact of the implementation of the most efficient mix of active labor market policies and adjust them to the needs of the economy as well as the individuals by taking corrective measures elaborated on evidence-based analyses and forecasts. In particular, training programs implemented by PES – such as vocational training, on-the-job training, or internships – need information about skills needs to determine which professions will be offered, and allocate seat numbers for each. It also decides which trainings will be offered and to how many every year, and follows up with the implementation of all ALMPs NEA M&E service The service is in charge of the monitoring of ALMPs, the continuous analysis of jobseekers, vacancies, and the unemployed. It also monitors the implementation of targets set for the NEA and the Territorial Subdivisions (TSs), and drafts the NEA yearly activity report (with the targets established by MoHLSP) 3.1.2 External users Other central public authorities (CPAs) and their subordinated bodies, especially educational and training institutions, are primary users of labor market forecasts and trends in skills needs. First, yearly information on national and subnational levels about supply and demand for labor, skills needs and skills mismatch (oversupply and shortage) can help educational institutions determine which areas of study should be expanded in the near future and which ones should be cut back. This information come from employers’ surveys that detail recruitment trends, positions that remain hard to fill (shortage) as well as positions that are being scaled down (oversupply), skill needs and difficulties faced by employers when they want to hire new staff. Information on the changing mix of generic and specific technical skills, on emerging skills for new occupations, on transversal and transferrable skills is essential to help educational institutions adjust the portfolio of their programs, intended learning outcomes, complementary modules, teaching methods, practical training places. Secondly, information about the labor market outlook and economic trends are key information for CPAs and their subordinated bodies to understand, plan, adjust, and reform thematic public policies, and inform the discussion about the nature and scale of LMP between NEA and those CPAs. The available and prospective skills mix does influence investment decisions. For employers it is important to know the expected trends in skills supply (sectoral and cross-sectoral) for better human resource management, career planning and adequate continuing training and validation of non-formal learning. On the other hand, employers’ organizations can communicate expected trends in jobs and skills demand to the education and training stakeholders. Students and young people are interested in having improved information about labor market demand, career prospects as well as which programs of study are most likely to result in productive employment and which types of programs of study are likely to lead to successful careers and which are not. Jobseekers can profit on relevant information regarding employment opportunities, growing and shrinking sectors of activity, as well as training and retraining possibilities and perspectives, since the LMO is supposed to have a very close link with databases registering available jobs and opportunities for training. Researchers on Labor market and Education can benefit from the LMO information and analyses in conducting complex research on mismatch and misbalances, evaluation of the impact of policies, foresight studies, and any linkages between the labor market and other topics (well-being, education, health, migration, gender, transition from school, transition to retirement, etc.). Potential Investors need qualitative and quantitative information regarding sufficient skills and competences in order to decide on the feasibility of an investment project. Trade Unions can benefit from LMO information for negotiations and dialogue on wage formation, average wage levels for specific occupations in different industrial sectors, costs for labor force formation and reproduction. The Unions will need the information when negotiating the programs for career development and continuous vocational education and training and lifelong learning programs of their members. Community groups, in order to facilitate social and work inclusion, can access the information about local skill requirements and opportunities, particularly for vulnerable groups and those who have difficulty accessing the labor market. 3.2 High Level User Requirements The core objectives to be achieved through the development of the LMO IS, for the categories of internal and external users identified, are the following: Internal Users: Internal users include several areas within the MoHLSP as well as the NEA management and staff. The LMO IS should provide the necessary mechanisms and functionality, in order for internal users to be able to: • Access the LMO products described in Annex 1; • Design and emit standard reports utilizing all the available LMO IS data (a list of possible data sources can be found in Annex 2); • Compose dashboards based on available reports; 15 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • Undertake basic and advanced analysis on the available data and generate descriptive10, diagnostic11 and even predictive analytics12 including trend analysis; • Adjust over time to modify indicators and calculations as needed, as well as add indicators and calculations as necessary following specific procedures; • Get notifications and alerts when programs are not meeting input, process, efficiency, and output targets, for example, shortfalls or deviations in numbers of participants, makeup of participants, etc.; • Export all the LMO IS data in various formats (e.g., pdf, Excel, CSV, etc.), in order to be able to further analyze them or import them into other information systems; • Refer easily to definitions of data, indicators and data sources; • Refer to clear indications of the dates applying to data and calculation of indicators; • Request additional data or construction of indicators from other stakeholders in the partnership agreement; and • Organize the data as desired depending on specific interests and purposes. External Users: External users include mainly researchers and public policy analysts in universities, research institutes, employers and workers’ associations, international organizations, etc. as well as the public bodies participating in the partnership agreement that ensures the LMO functionality. In the case of the first group, these external users would primarily use the data from the LMO IS to undertake research on the scale and composition of the Labor Market and to carry out process and impact evaluations. In the case of the public bodies, the main use would be to provide inputs for decisions on labor market interventions, budget allocations as well as to review program implementation. For these users and purposes, the LMO IS should provide the necessary mechanisms and functionality, in order for external users to be able to: • Upload their own data and indicators into the LMO IS system; 10 Descriptive analytics is the simplest and most commonly used type of analytics. It involves summarizing raw historical data into a form that is interpretable by humans in order to help them understand what has already happened, e.g., summarizing all unemployment data for all age categories in all regions. Descriptive analytics answers questions such as “What happened and what is happening now?� aiming to allow users learn from past behaviors, understand how they might influence future outcomes, and thus, provide decision-making guidance for future actions. It uses two primary techniques, namely data aggregation and data mining, to report past events. It presents past data in an easily digestible format for the benefit of a wide business audience. 11 Diagnostic analytics aims to delve deeper into data in order to answer questions such as “why did this happened�, e.g., why unemployment is low in a particular region last month. This type of analytics is mainly used for root-cause analysis to come to the root of why something happened and what were the main factors involved in doing so during its occurrence. By utilizing statistical and analytical techniques to identify relationships in data sets and degrees of correlation between variables (drill-down, data discovery, data mining, correlations, and causation), diagnostic analytics helps pinpoint the causes of problems and formulate corrective solutions. Intuitively, it provides a very good understanding of a limited piece of the problem one wants to solve and focuses on determining the factors and events that contributed to this outcome. 12 Predictive analytics is a more sophisticated type of analytics which analyzes historical and current data in order to answer questions such as “What might happen next?� for predic ting (at some level of accuracy) future events or actionable outcomes. It provides organizations with actionable insights based on data and estimates the likelihood of future outcomes. Predictive analytics involves applying statistical analysis techniques, analytical queries and automated machine learning algorithms to data sets to create predictive models that place a numerical value (i.e., score) on the likelihood of a particular event happening. It is characterized by techniques such as regression analysis, forecasting, multivariate statistics, pattern matching, predictive modeling, and forecasting to make useful predictions about future outcomes and trends. For instance, computing the probability of the unemployment to rise in the next year is a typical use for predictive analytics. 16 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • Access the LMO products described in Annex 1; • Access data and indicators for LMPs and individual labor market programs; • Export the data into statistical applications in order to do quantitative analysis; • Refer easily to definitions of data, indicators and data sources, as well as the dates applying to data and indicator calculation; and • Use the data as input into evaluation, both process and impact. More specific end-uses of the LMO IS according to the various user categories include: • The Office of the Minister should be able to: o Access the IS to update information as needed between periodic reporting or to drill down for more detailed information if required; and o Access the LMI provided in order to make rearrangements in relation to existing LMPs (active or passive), or design new policies. • The Directorate for Occupational and Migration Policy (it is the main hands-on user of the data) should be able to: o Access the LMO products; o Prepare reports for the Office of the Minister based on the available data; o Prepare reports and dashboards on-demand and use them for decision-making; o Export the respective data in a suitable format (Excel, CSV, etc.) for import into other databases; and o Create and manage new indicators related to the data sources presented in Annex 2 in the future. • The NEA LMO should be able to: o Design and deploy new LMO products; o Prepare reports and dashboards on demand based on the available data; and o Import data from new data sources into LMO IS. • The NEA management and staff should be able to: o Access the LMO products and indicators focusing on individual programs under their jurisdiction and the unemployment registry (general characteristics of those registered, the changes, and the activities of those in the registry). • The NEA Employment Policy and Implementation Division should be able to: o Prepare reports and dashboards on-demand and use them to support decision-making. • The M&E service should be able to: o Prepare reports and dashboards related to the high-level monitoring and evaluation of LMPs (active or passive) in terms of measuring the impact and achieving the objectives. 17 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 4 System Concept The main goal of the LMO IS is to facilitate the timely and systematic availability of data and data analysis on labor market dynamics and skills trends, LMPs (active or passive) and the labor market, so that the MoHLSP can monitor LMPs, including selected data on individual program implementation and results, and use that evidence to plan strategically how to utilize available resources to fund LMPs. The analysis of information includes analysis of labor market trends, systematic and regular qualitative and quantitative analysis of the developments and changes in the field of employment and skills/competences at a national, sectoral, regional and local level as well as the benchmark analysis comparing with the international standards, experience and performances. The LMO identifies data gaps and seeks alternative sources and approaches. The LMO also conducts comparative analysis in an international/regional and global context [LAYER 2 FUNCTION]; Policy making and planning • Bring together information on the implementation of LMPs (active or passive) and key processes of the delivery mechanism (counseling) in one digital place. Information on labor market issues that covers demand and supply of labor and mismatches between demand and supply, what determines the demand and supply of labor and what can be done to mitigate the mismatches, o All data, reports, information on planned activities, government policies, (major) private and public investments, legal information, international practices; • Provide data analytics for the monitoring of the labor market developments, trends, impact of policies, behavior of main players and stakeholders [LAYER 3 FUNCTION]; Monitoring and evaluation • Provide the necessary mechanisms and functionality for the efficient high-level monitoring and evaluation of LMPs (active or passive) [LAYER 2 FUNCTION]; • Support the preparation of standard monitoring reports on a periodical basis as automatically as possible, thereby avoiding ad hoc requests [LAYER 2 FUNCTION]; As described in section 3 (Business Objectives to be Achieved and Vision), there is a lack of a single digital space to gather all the available data concerning the LMPs, so as to provide the MoHLSP and the public bodies involved in ALMPs the ability for effective decision-making and policy design. Due to the nature of the requirements set by the specific undertaking (need for analysis of a large volume of data originating from various data sources) the LMO IS should be developed based on data warehouse (DWH) technologies with the availability of advanced analytics and Business Intelligence15 (BI) infrastructure for the analysis of data. To this end, an assessment16 of existing information systems (already present in the MoHLSP, the NEA, or other public bodies) as possible solutions that could fit into the identified requirements has taken place. Based on the assessment there is no need for the deployment of a completely new infrastructure for the LMO IS, since the e-Government Agency (eGov) already has a data warehouse infrastructure (Microsoft SQL Server 2016, including integration services and analysis services) capable of hosting the respective data, enabling the necessary interconnections with the involved information systems and providing the basic data analysis and reporting mechanisms for the first steps of realization of the LMO IS. The e-Government Agency has agreed to host the LMO IS in its data warehouse infrastructure which is a sound basis for the development of advanced IS for the support of the LMO and is recommended to be used for the realization of the LMO IS. On top of this infrastructure a Business Intelligence (BI) solution has to be setup to support the analysis of data (basic and advanced) and the sharing of the LMO information through the automatic production of reports and the creation of dashboards17. A traditional three-tier DWH architecture will support an effective deployment of the LMO IS. The operating platform and the related technologies on which the overall solution will be deployed, already provide the necessary maturity and capacity to meet the user requirements effectively. They also ensure the provision of high-level functionality and security mechanisms as well as sufficient support for interoperability and extensibility mechanisms. Finally, they guarantee that the IS will be able to interoperate in harmony with the existing information systems of the involved organizations. In the data modeling layer of the IS a well-known DWH schema could be utilized (Star Schema, Snowflake schema, Fact Constellation schema, etc.). For the Business Intelligence and reporting layer the use of a state-of-the-art BI solution should guarantee the effective analysis of data, as well as the creation of the necessary reports and dashboards. The LMO IS should be interconnected with a number of information systems in order to acquire the available data for the realization of the data analysis on labor market dynamics and skills trends. Based on the potential LMO products presented in Annex 1, and the list of existing data sources directly or indirectly related to labor market in Moldova presented in Annex 2, the NEA MIS, the NEA financial Management MIS, the MoHLSP, the MoE, as well as the NBS are expected to become the main data sources that will provide the information needed for the realization of the LMO IS. The creation of permanent and fully automated interoperability mechanisms between these information systems and the LMO IS will be vital for its effective operation. Suggested but non-limiting modes of interconnection are: 21 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • Use of the MConnect18 data exchange capabilities, • REST or SOAP Web-Services if needed, and • Direct database interconnection for databases internal to NEA. Great emphasis should be given on eliminating the possibility of extracting data from the LMO IS to the Internet, beyond their intended use. In addition, special emphasis should be given on the authentication and authorization procedures of the registered users, as they are the recipients of crucial information. The end-to-end encryption in the exchange of information between the users and the LMO IS, the encryption of personal data within the databases if needed, as well as the use of data anonymization techniques is of paramount importance. The LMO IS can evolve in the future to encompass additional data sources. The inclusion of more comprehensive and detailed cost and budget information could lay the base for cost-effectiveness analysis at the program(s) level. Also, although the short-term priority is for the IS to be used by the MoHLSP, the NEA, and their associated bodies, in the future public access to selected information provided by the IS should be considered in line with international best practice. In addition, there may be interest by other Government authorities in Moldova concerned with issues such as regional development, industrial policy, and competitiveness. 18 MConnect is a government service aimed at ensuring the exchange of information and data between public authorities. The given service is currently being piloted in accordance with the Government Decision No. 404 as of June 02, 2014 “On the interoperability platform piloting�. 22 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 5 System Requirements System requirements are formal statements about the purposes of the system. Initially, they can be identified as a direct consequence of the characteristics the system should have, as well as the user requirements identified through the analysis process. The resulting system requirements are those that are necessary to create a functional and usable system. System Requirements are of the following basic types: Context requirements (policies, strategies and tactical issues for the development of the system), Functional Requirements (those that define WHAT system should do), and Non-functional Requirements (defining in more details HOW the system should fulfill functional requirements). 5.1 Context Requirements Context requirements do not define the functionality of the system. They express assumptions about the environment within which the system will operate. In response to these requirements, the proposed system architecture will demonstrate its competence and whether it is feasible. The context requirements for the LMO are the following: • The overall system architecture should allow the supply of software, hardware and services by various suppliers within an open, segmented and dynamic development plan. • The overall system architecture should support a development strategy that allows continuous upgrading of the system (e.g. software or hardware upgrades). • The overall system architecture should support an implementation strategy that provides for the geographic expansion of the system, in terms of the analytics and reporting services supported at a regional and national level, as well as the scalability of its users, both at an internal and external level. • The overall system architecture should allow for the cost-effective integration of existing and future data sources (e.g., data from external information systems, or databases). • The overall system architecture should not be limited to the initial identification of user requirements. This should be the starting point for the development process. The LMO IS should be able to incorporate changes, both at the design and presentation layer of the data (easy addition of new data sets and dimensions into the DWH scheme, and BI data analytics), as well as in its final functionality. 5.2 Functional Requirements Besides the high-level requirements for the data warehouse and business intelligence infrastructure presented in Annex 3, the LMO IS should also support the requirements presented below, which are categorized according to the functionality provided to the different types of the IS users. 5.2.1 Internal Users The LMO IS should: • Automatically generate reports with the LMO products described in Annex 1 on a periodical basis and notify (e.g., through e-mail) all the internal users. The dashboards which are based on these reports should be automatically updated. • Enable the internal users to access the available reports and dashboards and drill down for more detailed information if required. • Enable the internal users to analyze the available data (including comparisons among datasets, trend analysis, etc.), generate descriptive, diagnostic, and predictive analytics and design and 23 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova emit reports supporting different levels of disaggregation (i.e., overall, sectoral, regional, and TS) on the available data. • Enable the internal users to compose dashboards based on available reports and share them. • Enable the internal users to modify indicators and calculations, as well as to add indicators and calculations as necessary. • Support the ability to set alert mechanisms (e.g., visual alerts, email alerts, etc.) when certain conditions are met in relation to the available data. • Enable the internal users to export all the data related to the indicators in various formats for further analysis. • Enable the internal users to embed reports and dashboards with the indicators into the LMO Portal as well as external portals, accompanied by the respective data, for use by the external users. • Enable the office of the Minister to access the LMI and indicators provided on a periodical basis. • Enable the Directorate for Occupational and Migration Policy to export the data in a suitable format (Excel or CSV) for import into other databases. • Enable the NEA management and staff to access data and indicators related to individual programs under their jurisdiction and the unemployment registry and design the respective reports. • Enable the internal users (DWH administrators) to integrate data from various different sources into the DWH for a single unified view of the data for reporting and analytical purposes. • Enable the internal users (DWH administrators) to discover, cleanse, monitor, transform and deliver data from a variety of sources through an efficient ETL process. • Enable the internal users (DWH administrators) to specify data sources, transformations and destinations, as well as specify the paths that connect the output of one component to the input of another component. • Enable the internal users (DWH administrators) to use connection managers for specifying data sources and destinations for extracting and loading data, as well as data mapping tools for mapping data between source and destination and data input and export wizards for copying data from source to destination. • Enable the internal users (DWH administrators) to use a staging area during the ETL process. • Enable the internal users (DWH administrators) to define meta-data to support the DWH data. • Enable the internal users (DWH administrators) to create data marts for specific projects. 5.2.2 External Users The LMO IS should: • Enable the external users to access reports and dashboards with the LMO products described in Annex I on a periodical basis. • Enable the external users to export all the data related to the LMI in various formats for further analysis. • Enable the external users to download depersonalized raw datasets as open data, via an Open API maintained and secured by the eGovernment Agency. 5.2.3 LMO Portal The LMO Portal should: • Support the necessary functionality for the organization, management, and provision of information in relation to the LMO products, in a usable and effective manner. • Enable the LMO staff to submit/update all the information related to the LMO products. 24 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • Support two types of search functionality: o Quick Search: the user should be able to search for Web pages, or documents, that contain a specific keyword or keywords, from anywhere in the Portal. o Advanced Search: provision of a search-specific "tool-form", in which the user should submit keywords and select additional criteria (e.g., specialisms, location, etc.) to search. • Provide alternative options for viewing and classifying its data, reports and dashboards, according to the user preferences. Depending on the criteria set by the users, the Portal should enable the customization of views for the LMI. • Provide the necessary communication mechanisms, via contact forms (at the minimum), for the external users. The users should have the option to submit information requests, or complaints. • Provide adequate mechanisms for the monitoring and management of all the communication originated by external users. The LMO Portal should also provide the option of assigning communication threads to specific internal users. • Provide the necessary automations to promote all communication originated by external users, to the appropriate internal users, for further handling. • Be capable of interfacing with Social Media (Facebook, Twitter, LinkedIn, Instagram, etc.) and support the necessary functionality to promote information, news, publicity material and announcements on them. • Provide newsletter management capabilities, in order to communicate information to the external users. • Support adequate mechanisms for the logging of Web traffic, as well as the relative quantitative and qualitative data (active users, demographics, visitors’ location, devices, browsers, Web pages accessed, access frequency, entry points etc.). • Be capable of being configured (in terms of structure and content) without any further software development. 5.2.4 Overall The LMO IS should: • Maintain the content defined in Annex 1 and Annex 2, accompanied with fully functional ETL procedures, DWH schemas, BI reports and dashboards. The services requirements for the contractor to realize the whole setup are defined in Chapter 6 (Service Requirements). • Provide authentication and authorization mechanisms for all the internal and external users. • Provide classified material and e-services only to the internal users. • Support the creation of various user groups, e.g., people for performing decision-making, people for data analysis, people for creating reports, etc. • Support the users with advanced and easy-to-use search features over its entire set of data. 5.3 Non-functional Requirements Besides the high-level non-functional requirements for the data warehouse and business intelligence infrastructure presented in Annex 3, the LMO IS should also support the non-functional requirements presented below: 5.3.1 Reliability • The Maximum Downtime of the system should not be more than 1 hour per one case. • The Maximum Downtime per year should not exceed 20 hours. • The entire system functionality and the user and administration manuals should be sufficiently documented. 25 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 5.3.2 Security • The system should manage, authenticate and authorize users via both MPass19and MPower20 platform services. • The system should not allow one or more users to successfully use a denial of service (DoS) attack to flood it with legitimate requests of service. • Encryption protocols should be used for the server-to-server communication (TLS version 1.3 or higher). • The system should be secured by multi-level security firewalls, supporting a DMZ security architecture. • The business users from the MoHLSP and the NEA should not have direct access for update, modify or delete operations to the data stored in the databases. • All the data in the system’s database layer should be encrypted and the administrators should not have direct access to them. • The system should not violate its security requirements as a result of the upgrading of a data, hardware, or software component. 5.3.3 Data Protection • The system should be compliant with the requirements specified in “GOVERNMENT DECISION No. 1123 of December 14, 2010 regarding the approval of the Requirements for ensuring the security of personal data in their processing within the personal data information systems� (“HOTĂRÎREA DE GUVERN Nr. 1123 din 14.12.2010 privind aprobarea Cerinţelor faţă de asigurarea securităţii datelor cu caracter personal la prelucrarea acestora în cadrul sistemelor informaţionale de date cu caracter personal�). 5.3.4 Performance • The system should be available 24 hours a day/seven days a week. • System data and parameters should be able to change by a privileged user (i.e., by the administrators of the MoHLSP and the NEA). Modified data should be available to users instantly. • The system should be able to support all the categories of users (internal and external) without any delays. The system should respond in less than 3 seconds (worst-case scenario) for the presentation of reports and dashboards already stored in the system. • The system should respond in less than 10 seconds (worst-case scenario) for the generation of new reports and dashboards based on the LMO products presented in Annex 1. • The system should be able to process large volumes of data (GBs). 19 MPass is the governmental authentication and access control service. The service provides several authentication mechanisms - mobile signature, digital certificate, username and password. MPass enables a secure government- wide single sign-on (SSO) as well as single logout (SLO) for residents of Republic of Moldova, so that they don’t have to remember multiple credentials for different services and not requiring them to visit or register in some other way directly with the service provider. The MPass service is institutionalized by the Government Decision No. 1090 as of December 31, 2013 “On the governmental authentication and access control service (MPass)�. 20 MPower is a safe, flexible and efficient mechanism for management of authorizations for individuals and legal entities, the possibility to verify the existence and validity of authorizations by interested parties, including public authorities of the Republic of Moldova. 26 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 5.3.5 Operating Environment • The inexperienced users should be able to use the system in a short period of time (one week of training). • System administrators should be able to use all system functions after their training (one week of training). 5.3.6 Extensibility • The system should be open to the integration of new products (new versions and updates of software etc.) or new services. • The system should be open to the integration of new data sources (especially the ones provided in Annex 2. • Scaling up the number of users (internal and external) should be made possible without any changes to the system’s software. The system for its initial operation should support o One (1) administrator in the NEA who will be responsible for the overall system well- being, the user management and the LMO Portal (two administrators will be needed at a later stage); o One (1) ETL developer and data modeler in the NEA. In case there is no availability of staff with the necessary qualifications, these tasks should be contracted or outsourced; and o One (1) data analyst in the MoHLSP and two (2) data analysts in the NEA for the analysis of data and the creation of reports and dashboards. In case there is no availability of staff with the necessary qualifications, these tasks should be contracted or outsourced. 5.3.7 Sizing • The system should be able to store up to 100 GBs of data within the DWH. 5.3.8 Interoperability • The system should interoperate with as many as possible existing information systems. The initial analysis phase will determine the list of minimal interfaces, starting from the following preliminary list of external system hosting institutions: o NEA MIS, o NEA Financial Management MIS, o MoHLSP MIS, o Ministry of Education, Culture and Research MISs, o CNAS MIS, o National Bureau of Statistics MIS, o Ministry of Economy and Infrastructure MIS, o Ministry of Finance MIS, o Ministry of Agriculture, Regional Development and Environment MIS, o National Institute of Economic Research MIS, o National Confederation of Employers (Patronats) MIS, o National Confederation of Trade Unions MIS, o Chamber of Commerce and Industry MIS, and o Bureau of Migration and Asylum MIS. • The system should migrate data from the data sources presented in Annex 2 (Data Inventory - The list of existing data sources directly related to labor market in Moldova)21. 21 Not all data from the data sources presented in Annex 2 can be migrated immediately into the DWH. 27 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • The system should integrate with external services/systems using MConnect22 platform. • All system interfaces must be properly documented using the Web Services Description Language. • The available data sources and connection types should include: o Basic Connections: files (min.: CSV, Excel, XML, JSON), FTP, OLEDB, ODBC/JDBC, etc. o Connections to Databases: min.: MySQL, MS SQL Server and Oracle. o Connections to Messaging/Protocols: min: Microsoft MQ, REST, LDAP, SOAP. o BI & Warehouse Connectors: min: Tableau, QclickView, SAS, SSAS, Power BI. 5.3.9 Maintainability • The system should be expandable (in terms of the supported data sources) without having to shut down. • Diagnostics should be supported by the system to automatically try to determine the proximate cause of internally generated failures. • The system should generate and save log information when errors are generated. These logs shall be versioned to ensure that subsequent errors do not erase potentially useful data. Logs shall contain the diagnostic information generated in the previous requirement. 5.3.10 Accessibility • Access to the system should be made available for all the internal user categories through a secured Web interface. • In case the system is accessed through a Web browser it should be responsive. • The LMO Portal should be accessible from all known Web browsers. • The LMO Portal should be responsive. • There should be a search feature available across the LMO Portal. The search engine should be local. • The users should be able to navigate at all levels of the information in the LMO Portal. • There should be a Site Map in the LMO Portal with the available navigation options per user category. • The implementation of the Web pages in the LMO Portal should be done in accordance with the latest standards of W3Consortium. There should be uniformity and compliance to the principles of the W3Consortium / Web Accessibility Initiative. • Care should be taken to minimize the size of the Web pages (volume and length) in the LMO Portal. The minimization of scrolling is preferable. • There should be effective navigation support across the full range of the LMO Portal. Users should know where they are. 5.3.11 User Interface • The user interface should be clean, simple and easy to use. • The system should provide a user-friendly authoring environment that would allow non- technical users quickly and easily (e.g., through drag-and-drop capabilities) to create customized dashboards and reports in order to provide insights into a broad spectrum of business information. 22 MConnect is a government service aimed at ensuring the exchange of information and data between public authorities. The given service is currently being piloted in accordance with the Government Decision No. 404 as of June 02, 2014 “On the interoperability platform piloting�. 28 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • The LMO Portal should follow the corporate identity of the NEA. 5.3.12 Content & Reports • The LMO Portal should distribute hypermedia in accordance with modern standards and techniques (HTML5). • The communication and public outreach functionality of the LMO Portal should be integrated with the of the NEA communication mechanisms. • The LMO Portal should highlight the importance of the services provided for the external users. • The LMO IS Portal should constitute the NEA's one-stop-shop concerning the provision of LMI. • Users should be able to easily produce simple and easy-to-use reports and dashboards over the system’s data, with a high level of visualization. • The system should provide a plethora of built-in data visualizations and data analysis capabilities (including well known statistic functions). 5.3.13 Hosting – Platform Requirements • The LMO IS will be deployed and hosted on the MCloud data warehouse infrastructure (Microsoft SQL Server 2016, including integration services and analysis services). • The LMO Portal will be deployed and hosted on the Government’s MCloud platform. 5.3.14 Administration • The system should support local and remote administration capabilities. • Local administration should be performed through a range of consoles providing access to all services and providing administrators with the capacity to: o Carry out all the user-related tasks (management of roles and authentication) and the system itself (storage management, performance monitoring, service upgrades, etc.); o Receive reports to record the actions performed by users. Analyzing these data will provide useful statistics that will lead to the optimization of the LMO IS’s performance; and o Have the ability to access the system resources for standard maintenance procedures, as well as for cases of malfunctions, or errors, or other problems that may occur. • Remote administration should be performed through a VPN connection provided by STISC. It should be encrypted in order to ensure the integrity of the LMO IS. 29 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 6 Service Requirements To enable the timely and effective implementation of the LMO IS, several service requirements have to be in place. These are: 6.1 Initial Setup of the Data Warehouse and the BI Infrastructure / Data Migration For the effective deployment of the LMO IS within the MCloud data warehouse infrastructure, the following list of requirements must be in place before its operation: • Detailed DWH Specifications: Detailed system analysis for the mapping of the data sources defined in the LMO IS interoperability requirements to the required LMO products defined in Annex 123. • Data Design (DWH schema): Based on the system analysis, provision of a detailed design of the database schemas for the creation of the DWH cubes (in the database layer of the IS the new dataset should be modeled with the use of a DWH schema). • Detailed Design of ETL Procedures and Interoperability: Permanent and fully automated interoperability mechanisms between the external information systems and the LMO IS should be realized (minimum modes of interconnection include REST or SOAP Web-Services and direct database interconnection). During this process the necessary ETL (Extract-Transform-Load) procedures should be designed in detail, in order to enable the effective extraction of raw data from the various heterogeneous data sources, transform it into a uniform schema, and then, load it into the DWH database. • Initial Setup of the DWH: Realization within the MCloud data warehouse of the DWH schemas identified during the data design process, as well as creation of the designed ETL procedures and set up of the data extraction mechanisms from the operational databases . During this process the necessary interoperability and performance testing should be realized (simulation of automated data transfer and transfer performance monitoring) for the acceptance of the initial setup. Prior to the testing process the necessary test plans (scope of each test, tools, test dataset, test conditions, etc.) should be prepared and submitted. • Initial Setup of the BI Infrastructure: Design and creation of all the reports and dashboards with the LMO products described in Annex 1, as well as the necessary alerts and notifications. During this process the different access requirements of all user categories should be taken into account. At the end of this phase the acceptance of all the reports and dashboards in relation to the visualization options used for the presentation of the indicators should take place. For this purpose representatives of all the user categories should be involved. • Testing of BI Performance: During this process the necessary performance testing should be realized based on the requirements defined in the performance requirements section. Prior to the testing process the necessary test plans (scope of each test, tools, test dataset, test conditions, etc.) should be prepared and submitted. For the testing purposes representatives of all the user categories will be involved. • Data Migration and Productive System: Provision of support to the LMO IS administrators in the initial data migration process and moving of the system to production. • Knowledge Transfer: Knowledge transfer to the LMO IS administrators in order to take over the maintenance and further adjustments and development of DWH and BI functions. The 23 For the effective deployment of the LMO IS the supported dataset should be enriched through the realization of interconnections with core information systems related to Labor Market (NEA MIS, NEA Financial Management MIS, MoHLSP MIS, MoE MIS and NBS MIS), as well as with other existing databases (a complete list of possible data sources is provided in the LMO IS interoperability requirements). 30 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova knowledge transfer process has to be performed on a live version of the IS and all training material used, as well as the system’s user manual, has to be delivered in electronic and paper format to the trainees before the start of the training sessions. 6.2 Provision of BI Software - Software Licenses In order to operate the LMO IS, the necessary BI solution has to be acquired along with the necessary software licenses (client licenses). For the first stages of the LMO IS deployment, at least three licenses are needed for the NEA LMO staff and one license to enable the MoHLSP users to have access to the IS and its functionality. 6.3 LMO Portal Development In order to disseminate the LMO products, an LMO portal has to be in place. The portal should host all the LMO products and become a place of online interaction and exchange of ideas, experience and solutions between all the involved labor market actors. The LMO Portal should constitute the NEA's one-stop-shop concerning the provision of LMI. 6.4 IS Maintenance The LMO IS should be supported in terms of maintenance by an external contractor. The services provided should include: • Software updates (for bug fixes and system enhancements), • Security updates, • Technical support for the administrators and the users, and • Support for the migration of new data in the IS. The existence of such a set of services will guarantee the viability of the undertaking and will ensure the effective and seamless operation of the LMO IS. 6.5 Training According to the extensibility requirements of the LMO IS, at least one (1) data analyst in the MoHLSP and two (2) data analysts in the NEA are needed, for the analysis of data and the creation of reports and dashboards. Training services should be acquired to enable these analysts to manage, operate and effectively use all the IS features, perform data analytics and create reports and dashboards (A period of five working days is sufficient to effectively cover the educational process.). Training has to be performed on a live version of the IS and all training material used, as well as the system’s user manual, has to be delivered in electronic and paper format to the trainees before the start of the training sessions. Moreover, an online course should be developed and deployed in eGov’s learning management system (Moodle-based). 31 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 7 Project Management Requirements The contractor to develop the LMO IS is required to propose a detailed project plan covering the design, development, testing and deployment of the LMO IS on its target hosting environments. The plan must cover at least the following stages and deliverables. The project is expected to last 18 months from contract signing to going live. Knowledge Transfer • LMO IS documentation and training material delivered in electronic and paper format to the trainees before the start of the training sessions. Technical Support • Technical Support Agreement • Quality of Service Agreement • Technical Support System/Tool The project management requirements for the listed stages/activities are the following: 7.1 Planning • The contractor must propose a project plan covering the major stages and activities of the project, the names of resources allocated and the start and end dates of each. 32 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • The contractor must include a resourcing plan with the names of resources assigned to the project, the start and end date and the number of person-days expected from each resource. An indicative but not limiting list of roles to be covered is the following: o Project Manager o Business Analyst o Functional Analyst/System Architect o DW/BI Architect o Data Modeler o DWH/Tech Administrator o ETL Developers o BI/OLAP Developers o ETL Testers o DB/System/Network Admin o Web Designer o Web Developers • The contractor’s proposal must include the CVs of all the resources assigned and allocated to the project. The CVs should follow a standard format that includes at least the following information (the CV should not exceed 5 pages for senior staff and 2 pages for juniors): o Name, date of birth and city of residence o University degrees, name of institution and year of award o Number of years of experience including number of months/years with current company o Work experience listed from current role including name of employer, role, start and end dates and brief description of projects the have participated in with the name of their role in each of them. • Only 20% of the proposed named resources can be changed after the contract is signed and only after proper review and approval of changed resources by NEA. • The contractor’s proposal must describe at least 3 relevant enterprise projects similar to this one completed by the company in the past 5 years. The company must include contact details of the client for each project for possible due diligence contact by the NEA. • The contractor’s proposal must include the URL to at least 3 web sites/portals developed for similar clients. The NEA may request a demonstration of some of these portals during the assessment stage. 7.2 Analysis • The contractor must indicate its acceptance of all mandatory requirements in this document and the optional requirements they are committed to deliver as part of their proposal. • The contractor must describe its understanding of the scope and details of the requirements and any issues that need clarification from the client or further analysis by the company. • The contractor must describe the requirements that would necessitate further clarifications, information or input from the client during the analysis phase. It is expected that this analysis will be limited in duration and scope. • The contractor must describe its proposed analysis and design methodology. Companies are advised not to use boiler-plate cut-and-paste methodologies but the actual method to be used by its assigned analyst and designer to analyze and design the system. • The analysis should include a brief feasibility assessment of the services provided by eGov for use with the LMO IS. • The contractor should use a web-page design tool to aid in the analysis and capture of user interface requirements and design decisions. 33 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • The contractor must submit an analysis report containing clarifications of the scope and details of the requirements in this TOR. 7.3 Design • The contractor proposal must describe the technology, programming environments and design tools to be used to design and develop the LMO IS. • The contractor must explain how their choice of tools and platforms meets the current and future needs of the LMO IS. In particular, the following required functional components should be highlighted: BI, data integration, database, portal and content management. • The contractor must describe their design and development methodology. Prototyping and agile methodologies are advised as the company is expected to deliver visible working prototypes of the system on a monthly basis after the design is approved. The DWH & BI Implementation approach should include at least the following stages: o Knowledge capture o System Requirements o Data Architecture o Data Model/Database o ETL Process o Data Access o Deployment • The contractor must deliver a design specifications document that defines the core functional components of the system, ETL process design, data model, final page designs and system integration interface designs. • The contractor must also deliver a technical architecture specifications document describing the required infrastructure systems and tools to be used to host, operate and manage the live and DR systems. The architecture document must include detailed specifications of hardware and systems with versions, licenses and costs, including annual support and maintenance costs. 7.4 Development • The contractor’s proposal must describe the development frameworks, programming languages and tools, including versions, to be used in developing the system. The company should indicate the number of man-years of experience it has using the proposed frameworks, languages and tools. The NEA recommends using modern development frameworks and tools and avoiding where possible old technologies and tools that have been superseded by newer versions or that are going out of use in the local and international market. Companies should, however, avoid using beta releases of new development tools and frameworks. • The contractor must briefly describe the code version control system to be used in managing LMO IS and Portal code during development and the release policies and procedures for new versions of the code to its target environments. • The contractor must describe the development methodology they will use, especially the controls and tests used at each stage to check the quality of developed code/components. System test cases and test results of developed components performed for the client during development will be required for auditing by the client. • The contractor must describe how the integration of LMO IS and LMO Portal into one system/prototype will take place and the integration testing to be performed after each such integration. 34 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • The contractor will be required to deliver visible outputs of their development effort during the development phase on a monthly basis to demonstrate progress. If a prototyping or agile methodology is used, the outputs will be linked to prototypes proposed to and agreed by the client. • The contractor will be required to ensure the documentation of the source code produced during development, as the source code will be owned by the client; The NEA has the right to inspect any produced code to ensure this documentation requirement. 7.5 Testing • The contractor proposal must describe its quality assurance methodology covering the key resources, tools and steps to be used to ensure acceptable quality of the delivered system. Quality is simply understood as delivering a working software system that meets the functional and performance requirements of the client. • The contractor proposal must describe the testing stages the system will undergo from its initial development to a final acceptance by the client. At least the following tests should be covered: o System testing (including component and system tests) at the company before release to the client. o Integration testing (of system-to-system interfaces) between the LMO IS and the LMO Portal. o Performance testing (to meet the anticipated usage volumes). o User acceptance testing (to accept the final system by the client) performed by the client users at target testing environment. o Failover and DR testing (to ensure graceful recovery from failures and disasters) performed by the company in close coordination and support from the client IT staff. o Regression testing (following changes to code previously tested) to ensure new code does not break the functional and data integrity of a previously tested code. • The requirements for these tests are described in the Quality Assurance Requirements section below. • The contractor will be required to submit test plans for all the planned tests, describing the scope of each test, the test tools and test data to be used, as well as who will carry out the test, when and how. • The contractor will be required to prepare and submit test cases for all the planned tests specified in the test plans. Test cases describe the instructions, data and results forms to be used during tests. • The contractor will be required to prepare the test environment for each planned test, install a test system with the correct version, upload necessary test data and configure the system for testing. • The contractor will be required to train and prepare the test users who will participate in the test before the scheduled testing starts. • The contractor will be required to record test results on prepared forms to be filled by test users, or configure the testing tool to produce readable test results in spreadsheet/report format. • The contractor is required to prepare test-correction-release procedures to be used by testers and developers to record, track and fix problems encountered during testing. Regression testing must be incorporated after each test-correction-release cycle to ensure software fixes don’t inadvertently break the working functionality of the system. • The contractor is required to track the status of problems encountered during testing using an incident ticketing system accessible to client test users and managers. 35 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova • The client must be notified of any changes to the times of scheduled tests well in advance. The client may arrange for a representative to visit, observe and oversee the testing activity on location. 7.6 Data Migration & Productive System • The contractor is required to prepare a detailed plan covering all the activities, environments, components, stakeholder responsibilities and conditions for implementing the LMO IS and Portal. • The implementation plan must cover the following key activities: o Testing (performance, UAT and DR) o Training (of business and technical users) o Documentation (production of all required procedures manuals) o Environment setup (for testing, training, live and DR operations) o Installation and configuration (of LMO IS, LMO Portal and components) o Data integration (integration of data from all the necessary and available data sources) o Technical support (for all user activities on the LMO IS and Portal whether for testing, training or live operation) • The implementation plan must effectively coordinate different activities to ensure smooth execution of sequential dependent activities and the parallel execution of independent activities. • The implementation plan must identify the key stakeholders involved in each activity and define their responsibilities in relation to its successful implementation. • The implementation plan must identify critical dependencies and conditions and clearly allocate responsibility for their resolution to appropriate owners from the company or the NEA. In particular activities and outputs expected from the client or its partners should be clearly defined, allocated and managed. • The plan must identify and the contractor must ensure the availability of resources allocated to different implementation activities at the proper times as defined in the plan. • The implementation plan must take into accounts delays that may ensue from testing activities; in particular time and resources must be pre-allocated for bug fixing, regression testing and technical support after major test cycles. • The implementation plan must use readiness checklists before the start of key activities or phases like testing (to ensure test cases and test environment are properly setup), training (to ensure training materials and environment is ready), system deployment (to check infrastructure is ready), going-live (to ensure all users are trained and the system is installed and tested), DR testing (to ensure the system is installed and configured in both primary and DR sites). • The contractor must prepare a data migration strategy and plan during the initial planning and analysis stage which defines which data to migrate from the external information systems to the new LMO IS, when, how and who will do it. The contractor will be given controlled authorized access to the existing NEA MIS and its database and their documentation for this purpose, with support from the NEA technical staff. • The contractor must identify and define the data quality checks, cleansing and transformations required on the data from the various data sources as it is migrated to the LMO IS. This will naturally depend on the new data model and how it implements various data quality checks during the ETL process. • The project plan must include data migration testing as an essential and necessary step before going live with the LMO IS. 36 Functional & Technical Specifications for the Setup of LMO Information Services at the National Employment Agency of Moldova The Future of Labor Market Programs and Services in Moldova 7.7 Knowledge Transfer • The contractor’s proposal must include a summary training plan that covers all users of the LMO IS and the LMO Portal and the training that will be given to each group. • Training will be limited to the NEA and the MoHLSP users. The training will be tailored to users in each institutional group. • Training will cover technical aspects of managing and operating the LMO IS, including: ETL training, data modeling training, BI training, system administrator training, DR and failover recovery training, and enhancements/upgrade training. • The contractor must specify the type of training given including instructor-based, CBT, shadow on the job training, train-the-trainer etc. • The contractor will also be required to present up to 2 training workshops for selected partners with a shadow trainer from the NEA in order to become proficient in training future institution users. • Training must cover training test users as well as final system users. • The contractor will be required to have the user manuals for the system in print and electronic formats and deliver copies of the relevant manuals to all trainees before the training sessions start. • Training must cover all functionality related to the target user group. Training should use pre- prepared functional scenarios that demonstrate the end-to-end functionality of the LMO IS and LMO Portal for the target user group. • Training must be performed on a live training version of the system with user workstations configured and linked to the system to enable trainees to learn how to use the system by practice (presentations maybe used as aids but they do not constitute training). • Training must have an evaluation form to be filled and signed by each user at the end of the training sessions. Evaluation forms must be submitted to the client for approval. Acceptance of training delivered by the company will be based on trainee evaluations. • All training material used in user training must be delivered in electronic and paper format to the client before the beginning of training sessions. Acceptance of training delivered by the company will depend on the delivery of such material. 7.8 Documentation • All required documentation, except for project documents, must be delivered in both Moldovan and English, in print and PDF/Word formats. • All documentation outputs must be reviewed and approved by the client. Reviews may result in comments and changes that need to be made to submitted documents. Final approval and acceptance of submitted documentation may take up to one month from the time of submission depending on the type and size of any document delivered. • Documents must be delivered within 2 weeks of the scheduled time of delivery as agreed in the project plan. Delayed delivery may result in knock-on delays to project activities that depend on them. • Documents must be presented in a professional format/style/structure acceptable to the client. The format and style of manuals must be prepared by the contractor and accepted by the client prior to the production of the manuals. • All produced documents must be version controlled, with clear major and minor version numbers. Only read-only versions will be printed. • The editable version of a document must have a publishing history section recording reviewers and approvers’ names and comments for each published version of the document. This section is not to be included in the printed and read-only versions. 7.9 Technical Support • The contractor must specify the annual fees required to provide technical support for the LMO IS, the LMO Portal and its users and the technical support levels covered by the fees. • The contractor must provide a technical support and maintenance agreement to be reviewed and agreed upon with the client for providing ongoing technical support services for the LMO IS, the LMO Portal and its users. • The contractor must include a level of service agreement (SLA) as a conditional attachment to the technical support agreement to be signed with the client for both the technical support period. • The contractor will provide first line technical support services to the NEA users and second line technical support to all other users of the system. • The contractor must provide technical support services for the project to users of the system during the implementation, testing and training stages. 7.10 Project Management • The contractor must assign and maintain a project manager to manage the project, its plan and resources on the company side and to coordinate project activities and make regular progress reports to the client. • The project manager will participate in all regular project meetings with the client and any other meetings called by the client or the sponsor for purposes of monitoring and updates on project status. • The project manager will be responsible for preparing and finalizing a detailed project plan that is to be delivered to the client at the end of the planning stage. • The manager will be responsible to the client for the delivery of outputs and execution of activities specified in the agreed plan on schedule and according to agreed quality criteria. • The manager will monitor the progress of all activities and report project progress in a graded color code with green representing progress according to plan and red representing serious delivery risks that require senior action/intervention. • The manager will deliver and also discuss a monthly project progress report with the client. The report shall include four sections: project plan status, what has been completed, what is being planned for the coming month and the risks status. • The manager will be responsible for preparing, updating and monitoring a project risks register. The register will include potential risks, their probability rating, their impact on project delivery and the mitigation measures planned as well as who will be responsible for mitigating the risk. The manager will report the status of registered risks in the periodic progress report and highlight them during the monthly meeting with the client. • The manager will be responsible for preparing presentations and participating in workshops organized by the client or sponsor or partners as and when necessary at key stages during the project delivery. • The manager will be responsible for all communications between the contractor and its team and the client and their partners. The client acceptance of the systems will be based on the delivery of working and performing systems installed on the main live hosting environment, integrated (in terms of data acquisition) with scoped external systems and including all associated documentary and code artefacts. Acceptance will therefore be largely based on meeting all the mandatory functional and performance requirements specified in this document to the satisfaction of the client and its users. 8.1 User Acceptance Testing – UAT • Client acceptance of the delivered LMO IS and Portal will be based on acceptance criteria covering the following categories: o Delivery of all functional requirements in the TOR and supporting documents. o Meeting all non-functional and project requirements defined in the TOR. o Passing all the tests defined in the TOR and detailed in test plans and test cases to the satisfaction of the client. o Delivering an installed and configured operational system on the live environment. o Delivery of working data integration interfaces with external systems and data sources (ETL process) as required in the TOR and supporting documents. o Delivery of all associated source codes, design documents, user manuals etc. related to the systems and the project. • User acceptance test plans, test cases and test data must be finalized and submitted to the client at least 3 weeks before the scheduled UAT. The client may request changes, additions and updates to submitted UAT test plans and test cases to ensure their completeness. At minimum the test cases should cover all the functional requirements specified in this document as implemented in the system design submitted by the contractor. • At least two UATs will be planned, one for the NEA staff and one for the MoHLSP. • A UAT may be repeated more than once with regression testing to ensure problems and bugs encountered in previous UAT have been resolved. Final acceptance of the system will be based on success of 99% of the mandatory functionality of the system excluding critical functions. • The contractor must agree and coordinate the number and types of users required for each UAT with the client. The list of test users will be included in the UAT test plans presented and approved by the client. • The contractor must provide the necessary training for the UAT test users to enable them to perform the prepared tests cases. The training should be completed satisfactorily before the UAT tests start. • The contractor must ensure the UAT test environment, systems and test data are prepared, configured and ready to use before the UAT starts. • The contractor must prepare clear instructions for test users to enable them to carry out the test cases systematically, and to record the results and problems encountered in a clear and efficient manner. • The contractor must prepare test results forms to record the UAT results by each test user. The test cases must be clearly numbered to enable users to report success or failure (and problems encountered) in each test. Each form must have the date of the test, location, the name of the tester and their signature. • The contractor must prepare bug report forms to enable test users to record problems/bugs encountered during testing. Test reports filled in by test users must be included as attachments to this report. • The contractor must prepare a numbered list of all the problems/bugs reported by the test users in each UAT test cycle and submit the list with the reports filled in by test users as attachments to the client. The list will be used by the client and the company project managers to ensure problems encountered in testing are fixed by the contractor before the next regression test. • If UAT fails the acceptance criteria, the client may request a repeat of the UAT after the problems/bugs are fixed: the contractor must follow the same procedures used in the first UAT to conduct regression tests. 8.2 System Testing • System testing ensures the software installed for client use/testing/training is fit for purpose and meets the functional, performance and quality requirements of the client. It is the responsibility of the contractor to subject the system to extensive and systematic unit (where possible) and component testing before it is released for acceptance testing or other client use of the software. • System testing must be done appropriately at the end of each development cycle as defined in the methodology of the contractor. • System testing must follow clearly defined and documented test cases prepared by QA/testing staff of the contractor based on the requirements for the system; these test cases maybe used later as the starting point for any UAT test cases. • System testing of functional components must be done by staff not involved in the development/programming of those components. • System testing includes regression testing after integration of all components previously tested to ensure the new or updated code did not adversely affect the functionality/performance of other components. • System test results must be recorded and documented together with the test cases used. The client may request to view/review system test cases and test results before any software is installed on client environment for client testing/training/use. 8.3 Migration Testing • Migration testing ensures the data migrated from the DWH external data sources is fully integrated in the new data model and works correctly with the processes and business rules of the LMO IS. The contractor must plan and perform the necessary tests to ensure this before the LMO IS and LMO Portal go live. • Migration tests must simulate and test the migration of all the external data sources as defined in section 5.3.8 (Interoperability). • Migration test cases and test data must be prepared and documented for each migration test scenario/process by the contractor in close collaboration with the NEA. • The contractor is responsible for preparing the migration test environment and installing the necessary tools (ETL tools) and data before the migration test starts. • Migration test results must be recorded with the test scenarios and test cases used. The contractor must simulate such loads and perform the necessary tests to ensure the performance levels required are met. • Performance tests must simulate and test the following user and data migration load scenarios: o Normal data migration scenario: average number of concurrent external data sources used to perform a typical ETL process for data migration into the DWH e.g. data migration on a normal working day. o Peak data migration scenario: maximum number of concurrent external data sources used to perform a typical ETL process for data migration into the DWH using an incremental extract of the data e.g. data migration during the end of month or the end of year. o Maximum data migration scenario: maximum number of concurrent external data sources used to perform a typical ETL process for data migration into the DWH using a full extract of the data e.g. the first data migration from all available sources into the DWH. o Normal BI usage scenario: average number of concurrent users performing a typical combination of data analysis activities on the LMO IS e.g. LMO users on normal working day. o Peak BI usage scenario: maximum number of concurrent users performing typical combination of data analysis activities on the LMO IS e.g. LMO users, MoHLSP users and partner institution users during end of month or end of year processing. o Normal Portal usage scenario: average number of concurrent users performing a typical combination of user activities on the LMO Portal. o Peak Postal usage scenario: maximum number of concurrent users performing typical combination of user activities on the LMO Portal. o Maximum Postal usage scenario: maximum number of users performing a bandwidth or processor intensive activity on the LMO Portal (e.g. downloading/uploading documents at the same time). • Test cases and test data must be prepared and documented for each performance test scenario. • Performance testing should use automated tools to simulate the number of users and data sources required in each scenario. The contractor is responsible for preparing the test environment and installing the necessary tools and data before the performance test starts. • Performance testing must be performed on a target live installation environment or similar specification environments for accurate results. This includes user access environment, network connectivity and portal server environment. • Performance tests must include monitoring of key infrastructure and application performance parameters including but not limited to: o Database server sessions and query performance o Processor and memory utilization o Network bandwidth utilization o Web server user response times o Webserver user sessions and threads utilization • Performance results must be recorded along with the test scenarios, test cases and test data used. The contractor must provide the client with test plans and test schedules in advance of such tests. 8.5 Failover and Disaster Recovery Testing • The LMO portal must recover gracefully from a variety of errors and failures. Examples of potential failures include: o User level failures ▪ Network failure (network connection lost) ▪ User session (user browser or portal freezes/hangs) o Portal server failure ▪ Hardware device failure (processor, memory, hard disk) ▪ Base system failure (operating system hangs/critical error) ▪ Web/Application/Database critical system failure o Network infrastructure failure ▪ Internal network/LAN fails (internal switch/firewall fails) ▪ External link from MCloud to internet fails (edge router fails, backbone infrastructure fails) • The contractor must prepare a disaster recovery (DR) plan that describes the expected failures that can affect the availability and performance of the LMO Portal with detailed instructions on how to recover from each. • The contractor must test the redundancy and failover measures implemented in the architecture to mitigate failures at the device, server and network levels (hardware recovery). • The contractor must test the redundancy and failover measures implemented in the architecture to recover from system and application failures (software recovery). • The contractor must test the redundancy and failover measures implemented in the architecture to recover data lost or corrupted in a failure or disaster event (data recovery). • The contractor must test a complete re-installation of the LMO Portal and its data from archived data/system configuration at the last total archive checkpoint. This “total system and data restore� procedure must be documented and timed, to be repeated by the NEA system administrator(s) on periodic basis. 8.6 Regression Testing • Regression testing must be performed whenever the system code changes due to enhancements, upgrades, or bug fixing (mainly within the ETL process). The involved software development teams should be fully aligned throughout the development process and all the necessary legal and procedural agreements for the continuous provision of the respective data by the involved public bodies and organizations have to be established in a timely manner. Typically, transformations should include BI transformations, Row and Rowset transformations, Split and Join transformations, etc. o Built-in source data profiling tasks that can analyze source data for consistency, anomalies, dependencies and other attributes before beginning the ETL process. o Data quality and cleansing functionality for identifying and fixing errors in data sets, plus data synchronization for keeping data consistent in source and target systems. o Syntactic and semantic checks to make sure data conforms to business rules and policies. o Deduplication and removal of incorrectly or improperly formatted data. o Custom data validation rules in order to validate incoming data and identify missing or invalid records. • The overall system (DWH and BI & Reporting infrastructure) should support Big Data integration (desirable). 10.3.5 Reliability • If a subsystem has a problem, it should not affect any other subsystem. • The system should still respond in case a subsystem is unavailable. • In case of a system failure, no data should be lost. • Data should be retrievable in the event of a system disaster. • The availability and reliability of the system should be ensured during a state of reduced functionality. • It should be possible to diagnose problems at an early stage with the use of monitoring tools for all the subsystems. 10.3.6 Security • All databases in the system should authenticate the users and control the type of privileges they possess (modify, read-only, etc.). Data consistency should also be ensured during the update process of the databases. • When managing and updating the system’s data, all users should be authenticated. • Different user roles and access rights should be supported. Users should have the appropriate rights depending on the task they need to perform. • There should be an encryption option for the data transfers within and outside the system. • All actions in the system should be logged in order to identify potential problems. • User access levels to equipment and information, including access to the servers and sensitive or important information, should be defined and supervised. • User activity should be monitored. Scaling up the number of users should be made possible without any changes to the system’s software. • The system should respond (worst-case scenario) in a reasonable period of time (less than 10 seconds). • The ETL tools of the DWH should support: o Parallel processing for allowing data transformation jobs to run in parallel, and thus, provide high-performance even when processing large Users should know where they are. 10.3.13 User Interface • The ETL tools supported by the system should provide a GUI-based environment that allows for a visual development of data flows based on drag-and-drop features, where ETL developers can select specific data from existing data sources, apply transformations, and then, move the formatted data into the DWH. • The BI Analytics and reporting tools should provide user-friendly tools that support data preparation and enable self-service ETL processing, allowing business analysts and BI professionals to ingest, cleanse, transform, integrate, enrich and schematize data from a large set of transactional and observational sources before using that data in a BI dataset that is going to be used for the creation of interactive dashboards and reports. 10.3.14 Content & Reports • The BI Analytics and reporting tools should: o Provide interactive data visualization BI tools (including visualizations, dashboards and reports) which allow users to perform self-service analytics in order to explore and gain deeper insights into data, enabling its strategic use for improving decision-making. o Provide a plethora of built-in data visualizations so that data can be presented visually to business users for better and easier interpretation.
