The project was approved by the World Bank on June 24, 2020 and has been declared effective as of October 9, 2020. The Implementing Agency (Ministry of Social Affairs and the Humanitarian Action - MASAH) and the Project Implementation Unit have been working to advance project activities as outlined below. The project has made a lot of progress in terms of targeting households for the emergency cash transfers in the context of the government's response to the crisis caused by the COVID-19 pandemic. Out of 707,666 households that applied for the emergency transfer over 556,000 had their socio-economic data collected for the purpose of determining eligibility. The Unique Social Registry now has information on more than 800,000 households (there is an estimated 1.2 million households in the Republic of Congo). The project has contracted four payment agencies to facilitate emergency payments mostly relying on digital payments. 15,700 households have already received their payments (paid by government funding 10/28/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Republic of Congo Lisungi Emergency COVID-19 Response project (P174178) and to be reimbursed in the framework of retroactive financing) and the process is underway for almost 105,000 more households. Thus the project is well on track to cover 200,000 households with emergency payments as planned. In fact, the current estimate is that out of 707,666 that applied for the emergency support, about 335,000 would likely be considered eligible once the targeting exercise draws to a close. In this case the government may use the flexibility built into the project to reallocate additional resources to emergency cash transfers.
