No II. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES This restructuring paper seeks Country Director's approval for a Level Two restructuring to Extend the project closing date to May 31, 2018. The Government of Cameroon requested the World Bank, in a letter dated March 28, 2018 and received at the World Bank on March 29, 2018, to initiate the restructuring process, and take the necessary measures to make happen. The five Global Environmental Development Objective indicators had already reached the end target value. The Decree for Classification of core area as wildlife reserve was enacted on August 27, 2014. The Ngoyla Wildlife reserve management plan was finalized and submitted to the Minister of Forests and Wildlife in February 2018. The plan will be translated into English and submitted to the Prime Minister's office for clearance, the team recommended to speed up the translation process. A wildlife reserve manager and 12 eco-guards were assigned to the Reserve. However, providing sustainable financing for the reserve will be a challenge. It will be critical for the Ministry of forests and wildlife to come up with a plan for financial sustainability. A total number of 43 income generating activities (small scale farming activities agriculture) were supported and they progressing well. Eleven (11) community water points; 04 classrooms; 29 individual houses for IPs, one dormitory for Baka students in Mintom were built. the remaining four (04) community water points; two (02) classrooms and five (05) individual houses for Baka are also completed. To ensure a sustainable management of activities and viability of these assets, the World Bank recommended an immediate handover to competent sectoral ministries (education, social affairs, water resources and energy). The handover ceremony of the Baka's dormitory constructed in Mintom to the Ministry of Social Affairs takes place today. The Ministry of Social Affairs has committed $ 50,000 to fence the dormitory and $ 20,000 will be used to cover the basic needs for pupils to be accommodated in the dormitory. GEF Management Effectiveness Tracking Tool (METT) score has increased by 50 percent over baseline value (26) for the core area by project closure. The project launched the process of setting up community based Natural Resource Management pilot initiatives/ community hunting zones with key forest user groups. However, a significant delay has been recorded and they will not be set up before closing. It is a participatory process: local and divisional meetings were held for the case of Mintom and local meetings for Ngoyla. This process was assigned to two local CSO platforms and hasn't performed well. The project closing due diligences are smoothly progressing. MINEPAT set up on December 27, 2017 a Committee in charge of elaborating the counterpart contribution the ICR. A first draft report was reviewed on March 13, 2018 and will be soon submitted to the Bank. The ICR consultant was recruited and was supposed to be in Cameroon for a field work as from April 9, 2018. The recruitment of an external auditor led by the Ministry of Economy is delaying and will not be completed by tomorrow, March 30, 2018. One possibility was to get it funded by the counterpart funds. However, their mobilizing remains a challenge. This extension does not entail any BB and will enable the counterpart to finalize the recruit of the external auditor. In order to ensure a smooth finalization of the recruitment of the external auditor, the government has therefore requested for two-month extension of the closing date.
