The performance of the project management team is satisfactory. The review concluded that RTIP II is likely to achieve the Mid-term Review (MTR)-proposed revised PDO indicators and physical targets. The project has been well implemented with 92% of contracts number have been completed and the disbursement rate has reached 85% ahead of the closing date of April 30, 2018. However, only three out of the four Project Development Objective (PDO) indicators are likely to be achieved by the project closing date (the second indicator - “Increase of upazila and union roads under RPM and PBMC sub-components of RTIP II in good condition (IRI below 7) in 26 project districts (4,428 km of paved roads)” is unlikely to be achieved due to inappropriate selection of baseline data). Most contracts under project scope (total around 700 contracts) will be completed before closing date. There will be 50 contracts that are unlikely to be completed, among which 18 works contracts are non-performing and need to be cancelled from the project funding (no extension of contract time). Remaining on- going 32 contracts, that are performing well but unable to complete due to unusually prolonged rain, will need 1 to 3 working months of contract extension beyond the current closing date in order to complete the works. The pace of remaining activities under the Institutional Strengthening component, e.g. road safety workshop, needs to be accelerated and closely monitored so that these contracts can be completed before the current closing date. .
