However, these are now expected to resume as restrictions are lifted. The project's implementation status is as follows: 6/6/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Niger Community Action Project for Climate Resilience (P125669) Component 1: Mainstreaming climate resilience into development strategies at national and local levels:  An international consultant has been recruited to support the development of concept notes for priority climate change programs, to capitalize the project's results and support Niger in mobilizing additional climate financing;  Climate change resilience has now been integrated into 3 out of 3 sectoral policies (water, health and transport);  Climate change resilience has been integrated into 38 Communal Development Plans and Annual Investment Plans, which cover all the communes targeted by the project. A number of these plans are being updated as their term has ended, and it will focus on the communes hosting a Maison du Paysan.  60 out of 60 knowledge products have been developed and disseminated. Component 2: Integrating climate resilience practices into agro-sylvo-pastoral systems and local populations’ social protection measures:  A total of 44 interventions were financed in 2019, resulting in an additional 320 hectares of agricultural land and 1,900 hectares of silvo- pastoral areas under sustainable management (benefiting a total of 12,788 households);  A total of 10 adaptive social protection operations were carried out in 2019 (to rehabilitate/protect infrastructures, benefiting a total of 6,914 households);  The project has finalized technical proposals for the implementation of solar drip irrigation systems in collaboration with the Niger Irrigation Project (IFC), for which the equipment is currently being procured. Maisons du Paysan (integrated service platforms for farmers):  Eight of the fifteen Maisons du Paysan (MPs) have been built and their equipments have been procured and delivered. The water supply and electrification works started as of May 2020. Certain sub-components of the MP can start operating in the meantime (the municipal supply centers for cereals, inputs and livestock feed and the agricultural equipment rental and repair center);  With relation to the seven new MPs to be constructed, a contract is signed for the construction of two MPs under the Abou ecological method and the procurement process for the construction of five MPs under the conventional method is at an advanced stage. In parallel, the ESMPs for the construction of the MPs have been reviewed by the World Bank and outstanding issues are in the process of being addressed;  The study on the baseline situation of the 15 MPs has been completed, which establishes the starting point for various indicators linked to the services to be provided by the MP and which would enable stakeholders to measure and assess the impact of the MPs once functional. In fact, there has been a gradual decline from 2015 until now partly due to the progressive deterioration of the anti-erosion structures put in place by the project which have lost their water retention capacity over time. Other factors explaining this decline include: (1) anthropogenic factors (herbaceous plants being mowed prematurely, that is before the maturity of the seed-producing grass which ensures the sowing of the site for the next winter campaign); (2) 6/6/2020 Page 3 of 7 The World Bank Implementation Status & Results Report Niger Community Action Project for Climate Resilience (P125669) animal pressure (in the case of unguarded sites that are quickly invaded by animals before the grass matures); and (3) variability in rainfall (which hinders the proper development of the herbaceous layer). The PIU will produce a technical note outlining actions to improve the performance of this indicator, as well as other results indicators that have not been attained yet. The project has also registered significant progress in the use of the remote supervision tool (GEMS), with close to 500 actions being recorded to date. The PIU will produce a technical note outlining actions to meet the indicators that have not been attained yet, to ensure these can be met during the project's last year of implementation. There is further work needed to register progress on the indicators related to the Maisons du Paysan, as reported in other sections of this ISR.
