Instrument of Partial Cancellation
                           State- and Peace-Building Multi-Donor Trust Fund
                                         (Trust Fund No. 072722)

1.      Reference is made to the Administration Arrangement between the Netherlands, acting through its
Minister for Foreign Trade and Development Cooperation (the “Donor”) and the International Bank for
Reconstruction and Development and the International Development Association (collectively, the “Bank”
and together with the Donor, the “Participants”) concerning the State- and Peace-Building Multi-Donor
Trust Fund (Trust Fund No. 072722) (the “Trust Fund”) effective as of January 9, 2018, as amended (the
“Administration Arrangement”).

2.       Reference is also made to the Donor’s communication dated December 20, 2021, informing the
Bank of its desire to transfer a portion of its pro rata share of the uncommitted balance of the Trust Fund to
the State and Peacebuilding Fund 2.0 Umbrella Anchor Multi-Donor Trust Fund (Trust Fund No. 073720).

3.      In accordance with paragraph 8.2 of Annex 1 to the Administration Arrangement, the Participants
mutually decide to cancel a portion of the Donor’s pro rata share of the uncommitted balance of the Trust
Fund in the amount of seven million United States dollars (USD 7,000,000) upon the effectiveness of this
instrument (the “Instrument”). The Participants further decide that the Bank will transfer the cancelled funds
to the State and Peacebuilding Fund 2.0 Umbrella Anchor Multi-Donor Trust Fund (Trust Fund No.
073720) upon the effectiveness of the administration arrangement between the Donor and the Bank
concerning such trust fund.

4.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Instrument and act in accordance with its provisions. The Participants are each requested to sign
and date this Instrument, and upon possession by the Bank of this fully signed Instrument, this Instrument
will come into effect as of the date of the last signature.
