Amendment No. 2 to the Administration Agreement between the United States Agency for International Development and the International Bank for Reconstruction and Development and the International Development Association regarding the Global Facility for Disaster Reduction and Recovery Single-Donor Trust Fund for Mainstreaming Disaster Risk Management in Developing Countries (Trust Fund No. TF072896; USAID Grant No. AID-OFDA-IO-17-00058) 1. Reference is made to the Administration Agreement between the United States Agency for International Development (USAID) (the “Donor”) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the “Bank”) regarding the Global Facility for Disaster Reduction and Recovery Single-Donor Trust Fund for Mainstreaming Disaster Risk Management in Developing Countries (Trust Fund No. TF072896) (the “Trust Fund”) effective as of September 11, 2017, as amended (the “Administration Agreement”). 2. The Bank acknowledges that the Donor agrees, subject to legislative appropriations, to provide an additional sum of US$3,000,000 to support the Trust Fund in accordance with the terms of the Administration Agreement, as further amended below. 3. In accordance with Section C of Attachment 1 to the Administration Agreement, payment will be made to the Bank as follows: (a) Payment will be made to the Bank in accordance with procedures set forth below and in Attachment 3 (Standard Provisions) (Payment (Periodic Advance)) of the Administration Agreement. (b) Payment shall be made to the Bank by bank transfer into such bank account designated by the Bank. When making such transfer, USAID shall instruct its bank to include in its payment details information (remittance advice) field of its SWIFT payment message, information indicating: the amount paid, that the payment is made by USAID for Trust Fund No. TF072896 (the GFDRR SDTF for Mainstreaming Disaster Risk Management in Developing Countries), and the date of the deposit (the “Deposit Instruction”). In addition, USAID shall provide a copy of the Donor’s Deposit Instruction to the Bank’s Accounting Trust Funds Division by e-mail sent to tfremitadvice@worldbank.org or by fax sent to (202) 614-1315. 4. The Donor and the Bank agree to amend the Administration Agreement as follows: (a) Attachment 1 (Schedule) to the Administration Agreement is amended as follows: (i) Section B (Period of Grant) is amended to read as follows: “The effective date of this Grant is as of the date stated in the cover letter. T he expiration date of this Grant is December 31, 2021.” (ii) Paragraph 1 of Section C (Amount of Grant and Payment) is amended to read as follows: “1. USAID hereby obligates the amount of $6,000,000 for purposes of this grant.” (iii) Section D (Grant Budget) is amended to include the additional components below: Component Aggregate Amount (US$) Access to Risk Information 500,000 Hydromet and Early Warning Systems 1,000,000 Analytics and Economics of DRM 700,000 Activities in Emerging and Cross cutting Issues: 500,000 Program Management and Administration 300,000 (b) Attachment 2 (Program Description) to the Administration Agreement is amended to incorporate additional activities as follows: (i) New paragraphs are added to Section B (Description of Activities) reading as follows: “5. Science, Technology, and Innovation for Understanding Risk. Provision of support to development countries in the use of cutting-edge science and technology to make high-quality risk information available faster and at lower costs, including technical assistance for developing new tools and technologies to support decision-makers and communities collect, share, and understand risk information for interventions ranging from preparedness to risk reduction to consideration of financial solutions. 6. Hydromet Services and Early Warning Systems. Provision of support to countries to plan and prepare for extreme weather through the strengthening of hydromet monitoring, forecasting and early-warning systems, including (i) technical assistance to governments in upgrading the technological systems that gather, analyze, and produce hydromet data, and training on how best to share and use that knowledge for risk-sensitive planning, and preparedness decision-making purposes, and (ii) facilitating the cooperation of national hydrological and meteorological services with multilateral and bilateral development partners such as the WMO, USAID, UNDP, DFID, and JICA under the Alliance for Hydromet Development. 7. Analytics and Economics of DRM. Provision of support to countries to develop, pilot, and mainstream analytical tools that help monitor disaster resilience and prioritize actions in disaster risk management, including technical assistance to the application of new approaches, methods, and data sources to the needs of investment projects (e.g., vulnerability and resilience of households, firms, supply chains, infrastructure systems, and urban environments). 8. Activities in Emerging and Cross-Cutting Issues. Provision of support to the understanding of disaster risk and to capacity-building for disaster preparedness in Fragility, Conflict and Violence environments, implementing DRR in fragile settings, gender empowerment, nature-based solutions, and other activities.” 5.
