Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Energy efficiency and renewable energy investments in public buildings:(Cost $39.69 M) Policy and regulatory support for renewable energy and energy efficiency:(Cost $2.30 M) Project implementation support:(Cost $1.76 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Moderate Implementation Status and Key Decisions In terms of Project implementation progress under the Kosovo Energy Efficiency Agency (KEEA), renovation works and policy and regulatory support for renewable energy and energy efficiency are on track and have been progressing given the limitations created by the COVID-19 pandemic. Renovations works of 57 buildings have been completed, renovations of another 29 buildings (Package 5) are ongoing, and the bidding documents for renovations of 12 to 15 buildings (Package 6) will be issued by mid-May. Although ongoing renovation works under Package 5 had to be stopped due to the COVID-19 pandemic, works are expected to restart quickly with the recent lifting of restrictions for construction companies so that the upcoming summer months can be used to complete critical renovation works on building envelopes and heating systems. The Kosovo Energy Efficiency Fund (KEEF) launched its first Call for Proposals on April 20, 2020 and has initiated its marketing efforts to facilitate demand from municipalities for energy efficiency projects. While the COVID-19 pandemic may impact the operations of KEEF, these investments can provide economic stimulus particularly for the construction sector since most of the workers are local. KEEF is now fully operational with four core-staff in place and three additional staff selected. 5/24/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Kosovo Energy Efficiency and Renewable Energy Project (P143055) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Substantial Substantial Macroeconomic -- Moderate Moderate Sector Strategies and Policies -- Moderate Moderate Technical Design of Project or Program -- Substantial Moderate Institutional Capacity for Implementation and -- High Substantial Sustainability Fiduciary -- High Substantial Environment and Social -- Moderate Moderate Stakeholders -- Moderate Moderate Other -- -- Substantial Overall -- Substantial Moderate Results PDO Indicators by Objectives / Outcomes Reduce energy consumption and fossil fuel use in public buildings IN00841971 ►Projected lifetime energy savings (Megawatt hour(MWh), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 264.77 484,175.00 900,000.00 Date 01-Jul-2014 19-Apr-2019 30-Apr-2020 31-Dec-2022 This indicator projects lifetime energy savings directly attributable to the project, converted to MWh.
