50127 STATUS OF PROJECTS IN EXECUTION ­ FY07 SOPE MAURITANIA Operations Policy and Country Services OCTOBER 10, 2007 Status of Projects in Execution - FY07 AFRICA REGION Introduction The Status of Projects in Execution (SOPE) Report for FY07 provides information on all IBRD/IDA projects that were active as of June 30, 2007. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. Progress toward achieving development objective(s): The project is moving very well towards the achievement of its development objectives: For the slum upgrading activity, about 163,000 slum dwellers now have access to infrastructure services. In addition, the number of micro-credits provided to slum dwellers has outnumbered the initial target by more than double. As for the strengthening of the institutional framework and capacity for urban and land management, funds transferred to municipalities have as well exceeded the initial expectations. Progress toward achieving development objective(s): Progress towards achieving the development objectives has been very good. The overall gross enrollment rate in 2006 was 96.9%, surpassing the 2011 target by 1.6 %. Girls' participation in primary school increased from 48% to 50% during the 2000/2006 period. For the third consecutive year, girls' GER has exceeded that of boys. Enrollment in secondary school also increased from 52.8% in 2002 to 61.1% in 2006, with girls representing 46%. The repetition rate at the primary level was substantially reduced, falling from 15.8% in 2004 to 10.2% in 2006. Grade repetition in primary education has decreased from 15% to 10.1%, while retention rate in primary school has improved from 45% (baseline) to 54% per consumption survey. In addition, 14 instructors and tutors have been trained through pre- and in-service training, and 350 students are enrolled in apprenticeship schemes. As a result, the insertion rate of trainees stands at 75%. Finally, the decree restructuring Ecole Normale des Instituteur (ENIs) was adopted by the Government. Progress toward achieving development objective(s): Progress towards the Development Learning Center's (DLC) sustainability have been significant and the privately managed Center has trained more than 1500 civil servants in many topics relevant to PRSP implementation. The Mauritania Development Gateway (MRDG) has also signed several contracts with public and private partners and developed on-line services. Progress towards its sustainability have been slowed down by political events in March 2007 but the recent performance reports (in June 2007) have shown good progress towards achieving the PDO. The MRDG website is one of the most visited in Mauritania. The project was restructured, or received Additional Financing during FY 07 The restructuring which was approved by the Board on June 29, 2007, aims to contribute to maximizing the effectiveness of Bank support to the countries through improved Monitoring and Evaluation capacity, indicators realigned to national strategies, funds directed to priority and high impact interventions and better coordinated institutional arrangements. The restructuring was also expected to lead to more effective and efficient responses to HIV/AIDS prevention, care/treatment and mitigation interventions at the country level. Progress toward achieving development objective(s): Progress toward achieving the development indicators has continued to be strong, with many targets already met and even surpassed. There have been significant increases in: (i) voluntary testing (1,707 from January 1st to May 31st 2007, as compared to 970 in 2006); (ii) routine testing (14,894 from January 1st to May 31st 2007, as compared to 12,007 in 2006); (iii) pregnant women using the MTCT facilities (1,211 from January 1st to March 31st 2007, as compared to 2,907 in 2006); and (iv) PWHIV receiving ARV (648 on May 31st 2007, as compared to 548 as of December 31st 2006). Progress toward achieving development objective(s): The new Ministry of Energy and Mines functions have been strengthened regarding licensing and environmental permitting for mining exploitation; and are under development for the hydrocarbons sector. The legal framework for oil and gas is being modernized, including for extractive industries revenues management. Water resources and support to economic diversification under development in key mining areas (e.g. the Zouerate-Nouadhibou corridor). Three new mining development investments are in operation (gold and copper) or under way (iron). Progress toward achieving development objective(s): The project is on track in achieving its development objective due to increasing registration of committee development associations through the Ministry of Interior and the transfer of funds directly to rural communities. These undertakings compounded by a strong capacity building program bode well for smooth micro-projects implementation. The implementation of the rural roads component which is now being accelerated will contribute to improved well being in communities. Significant progress have been done as follows: (i) the computer-based budget management system is in place and is in the process of being further developed and decentralized to allow sector ministries to access it, (ii)the ministry of environment has been established and the training plan for its staff is being finalized, (iii) civil servants survey is being prepared, ToRs have been approved and specialized firm is being contracted to complete it before January 2008, (iv) strengthening of local administration in Rosso and Nouadhibou (tax administration and Governor office) is being implemented. Progress toward achieving development objective(s): The project is advancing well. Since 2003, the employment rate of graduates increased from 20% to 35% and the percentage of students in professional programs from 7% to 10%. The repetition rate of students declined from 25% to 15% and the internal rate of efficiency of higher education increased from 23% in 1999 to 36% in 2005, thus exceeding the targeted rate by 8 points. Progress has also been made in areas crucial to the quality of higher education. The student/teacher ratio was reduced from 30 in 2000 to 22 in 2005 (project target), and the number of senior lecturers increased from 36% to 50%. Progress toward achieving development objective(s): Progress is rather mixed due to the Mauritania political transition which has slowed down most project-related activities over these past few months. Despite progress made in the rehabilitation of irrigated schemes and the provision of adequate advisory services by the National Extension Services Agency (SONADER), substantial delays have been experienced in:(a) the implementation of the land tenure law; (b) the electric connection of the pack house at Rosso by the National Electric Company (SOMELEC); and (c) the provision of basic rural infrastructure (rural road and electricity and good seaport management. Moreover, unexpected decrease of rice yield due to bird attacks has contributed to the fall of the loan recovery rate to 90%, from 95% the previous year. Lastly, the insufficient provision of counterpart funds is an additional issue. The new Government is firmly engaged to address all these issues quickly and has already taken significant corrective actions.
