The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The field work of State Forest Inventory was completed and it covers 100 percent of the forests in the country. Initial findings are that the area under forest has increased as well as growing stock, and the forests are in much better condition than is generally recognized. The detailed analysis of the State Forest Inventory has been initiated. Both entities are also developing their forest strategies. The new Corporate Governance Action Plan of the Republic Srpska (RS) public forest management enterprise is being used as a "good practice" example by the International Finance Corporation for similar exercises in other RS corporations. Progress toward achieving development objective(s): The project is achieving its objective with some delays and reservations. There is significant progress in restructuring the primary health care system based on the model of family medicine as evidenced by the increasing number of primary health examinations attended by retrained or specialized family physician practitioner. There are now more than 1,170 Family Medicine teams functioning in the country as compared to about 240 in 2005. A survey of patients and review of medical records showed an increased satisfaction of the population, improved quality of services and some improvement in the continuity of care particularly in accredited family medicine offices. The Project has thus far covered about half of the country's needed investments in management and medical training, infrastructure and equipment which together provide the basis for upgraded family physician offices. There are, however, reservations with respect to the achievement of the project objectives due to delays in certain parts of the reform and in certain parts of the country: not all of the Federation cantons have completed the population registering with their chosen family practitioner process; there is a lack of adequate information systems in the Federation in support of more active practice and patient management; and generally there is a lack preventive services delivery due in part to lack of incentives. The functional market operation system is unlikely to be achieved due to the unresolved dispute between the two Entity governments on ownership and governance arrangements for the transmission company. Given the low Avian Influenza risk, funds were redirected to H1N1 influenza prevention, and treatment and antivirals, vaccines and equipment were procured. Seven Rapid Response teams were established, equipped and trained to respond to outbreaks. Laboratory and other equipment were purchased and both Entities' labs are now capable of typization and subtypization of influenza virus. 244 health professionals were trained in different areas and all listed activities have already enhanced Bosnia and Herzegovina's capacity to prevent, prepare, plan and respond to avian influenza and other zoonoses. These help improve access to markets and facilitate trade of food and agricultural goods with the European Union (EU) and provide the basic information for the country to manage future pre-EU-accession funding. Unfortunately, activities related to the administration for the Protection of Plant Health, and inspection services in the Federation threaten this development. The structures and systems, and procedures to support and manage rural development grants, and development of a European Union- compliant paying agency and authority remain behind schedule. The delays are primarily due to the difficulties related to strengthening State level institutions and the fears of loss of policy making authority at the entity level.
