SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank Mother and Child Health Services Strengthening Project (P148052) I.1 SUMMARY The purpose of this second level restructuring is to advance the closing date of the project from July 31, 2020 to June 15, 2020. Everything else will remain unchanged. I.2 POJECT STATUS This project was approved by the WBG Board of Directors on May 29, 2014. Both the IDA and the HRITF financing agreements were signed on June 2014 and became effective on September 18, 2014. The project was restructured in June 28, 2018 to extend the closing date from September 30, 2018 to July 31, 2020; add new activities; reallocate funds between disbursement categories change the results framework, the disbursement estimates, the economic, financial and technical analysis and the implementation schedule. The HRITF trust fund, that co-financed this project, closed on March 30th, 2019 with a disbursement rate of 56%. To date, the disbursement rate of IDA is at 97% leaving only US$ 0.46 million to be disbursed for project evaluation, closing activities, and financial audits by June 15, 2020. Both the PDO and the implementation of the project are rated moderately satisfactory. All four PDO indicators have been achieved and surpassed their targets. Seven out of ten of the IOs indicators have been achieved. Procurement rating is satisfactory while the Financial management is Moderately Satisfactory. In April 2019, payments under the PBF scheme were discontinued due to insufficient financial resources to cover payment to all the health facilities. However, beyond April 2019, delivery of services and procurement of essential project inputs supported by the Project continued. These included training of health staff, supervision of implementation, distribution of cold chain equipment and motorcycles, essential to increase the coverage of immunization through increased outreach. Some of these activities that have been implemented by UN agencies and all contracts with UN agencies (UNICEF, WHO and UNFPA) have been executed and closed. Given the dwindling of project resources, the Government initially sent a request to the World Bank dated January 3, 2020, requesting the closure of project on March 31, 2020 instead of July 31, 2020. The World Bank responded favorably by a letter dated January 22, 2020. However, following examining the progress of project implementation, it was concluded that there were some ongoing activities like project evaluation and safeguard evaluation that would need more time and were going to be completed before March 31st, 2020. Following that, the PIU team requested more time to allow the completion of these activities. These activities are currently being implemented. The PIU completed an inventory of assets to retrocede to the Ministry of Public Health. The government-led project evaluation has been drafted and comments from the Task Team need to be integrated into the report. An environmental audit in project-supported sites has been prepared and a final version should be available by end-May. The remaining activities including the financial audits of 2019 and 2020, have started and are well underway and a firm is being recruited to conduct these external audits. The audit of 2019 activities will be completed by the end of June 2020. The audit of 2020 activities will start after the project’s closing date. The project will open an escrow account from which payments will be made for the activities that will be completed after the project has closed. II.
