Project restructuring was approved in March 31, 2021 and included: (i) a final extension of the Loan Closing Date by 21 months to end-December 2022; (ii) the reallocation of loan proceeds among expenditure categories, and, (iii) adjustment of the Results Framework Indicators, primarily to reflect the extended Closing Date. The 21-month extension would allow the Project to complete essential investments in the health, education, and infrastructure sectors. In particular, the extension would permit the completion of large and strategic investments with important social and economic benefits, including the Women’s Hospital in Mossoró, the Estrada de Produção and rehabilitation of the Pataxó and Lucrecia dams. Important progress has been observed to comply with the agreed Action Plan. Despite the limitations imposed on normal project activities by COVID-19, implementation pace and quality has increased, while maintaining adequate safety protocols for all project teams, including consultants 6/29/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Rio Grande do Norte: Regional Development and Governance (P126452) and contractors. The Project continues to be an effective instrument for assisting vulnerable populations (mainly, indigenous peoples and quilombolas) during the COVID-19 crisis. Component 1 – Regional Sustainable Development: Under the rubric of productive inclusion activities, 328 food security and market access subprojects – 50 percent concluded to date – are expected to benefit 35,000 people in 124 municipalities upon completion. Family agriculture investments are receiving TA/training, sanitary certification, and disease control support services. Dairy activities show exceptional potential: more secure, better quality feed and rehabilitation of cheese-making facilities have improved production, processing, and commercialization. About 66 percent of potable water and sanitation systems are concluded and functioning, benefiting 19,000 producers, fishermen, Indigenous groups and Quilombolas (Afro-Brazilian inhabitants of Black rural communities descended from escaped slaves.). Communities are being trained to manage, operate, and maintain those systems, modeled on the Central and SISAR systems used in Ceará, Bahia and Sergipe. Innovative, anti- desertification practices on susceptible lands have garnered international attention and several awards. However, key irrigation (Osvaldo Amorim) and dam investments (Lucrecia and Pataxó) have faced procurement and contracting issues. Agreed corrective actions are being implemented and monitored. Component 2 – Public Services Improvement: Health sector investments have advanced despite COVID-19 challenges. The Project financed US$13.0 million of COVID-related activities: acquisition of hospital equipment, creation and contracting of ICU beds, and acquisition of Personal Protective Equipment (PPE). Completion of the Women’s Hospital in Mossoro – at a standstill for almost one year - is back on track and has high priority as the State’s intended primary and largest public referral hospital. Other critical health services modernization investments are moving forward. Remedial actions to regain momentum and strengthen the contract monitoring system include: amendment of engineering designs and their review by the State Court of Auditors (TCE); regular, scheduled Fire Department inspections to permit final, official acceptance of completed works; adoption of design-build contracts for all remaining works; and, adoption of preventive/corrective measures for commonly-recurring issues, including an agreed Procurement Risk and Monitoring Plan, now in effect. Further, revised TORs for upcoming audits will include project works contracts and amendments in the audit sample. These remedial/corrective actions are relevant for all other pending works (see table, para. Key Education sector investments are fully or almost completed: 92 percent of school construction/rehabilitation investments; the pedagogic innovation initiative, benefiting 35,000 students and already reducing school drop-out and absenteeism rates, as well as teacher rotation; and, literacy programs, which are supporting 2500 youth, indigenous workers and quilombolas in 29 municipalities. Component 3 – Public Sector Management: All important investments are under execution or completed including the reactivation of municipal fiscal control stations – non-functional since 2012 - to enforce sanitary standards, ensure security, and combat evasion of taxes on the movement of commercial agricultural products/commodities; improved data systems permitting joint, inter-agency statistical monitoring; modernization of the State’s physical, financial, budgetary and accounts management; and, diagnosis and realignment of the State’s organizational structure to correct diverse problems affecting project execution. Actions supporting the latter included the Governor’s designation of SEPLAN to lead a more coordinated, closely/regularly monitored management of the project, liaison/negotiations with TCE, and involvement of the municipal mayors. These changes have energized and improved project implementation, although continued close attention is essential and ongoing. Finally, construction of 16 of the planned 22 Citizen Centers is completed. These centers will bring public advisory services to citizens in the State’s interior and other regions including federal and state personal documentation, employment services, water and electricity supply, and taxation, transit, and public security services.
