Current Implementation Status. Component 1: Consumption Reductions Under this component, the investments made for the residential AC manufacturers have been completed. The conversion of the foam manufacturing enterprises is well underway with the signature of five out of nine sub-grant agreements for large enterprises with the expectation that the process will be complete by March 2021. An audit of the remaining 58 medium to small scale manufacturers will provide an indication of how many enterprises are able to be part of the project even though all of them have been consulted. Those still participating will attend the various virtual sessions planned with international suppliers (December 15, 2020) and system houses (Saudi Arabia Study tour April 2021), with the intention to convert their operations after the training is conducted. The signing of the medium to small scale enterprises will commence from February 2021 to December 2021. Component 2: Technical Assistance (TA), Policy, and AC Sector Plan Management Under this component, the team has advanced technical capacity of local authorities, especially training of monitoring and enforcement officials (customs) and has delivered trainings for service technicians on alternative refrigerants in anticipation of the evolving technologies that the signed sub-grant agreements will bring. Further TA and training is planned (Table 2) which will need to be adapt to the COVID-19 pandemic restrictions and will be held virtually. The component has contributed to changing the import quota system in restricting the importation of HCFC equipment. As part of this component, a Technical officer was employed and continues to provide valuable assistance in the preparation of all sub-projects, calculation of sub-project funding allocations and day to day support to the seven large enterprises. The continued capacity building and policy assistance will continue which includes the NOU attending the 42nd Open ended Working Group (OWEG) from 17-13 July 2020 and the 32nd Meeting Of the Parties that will take place from 23-27 November 2020. Component 3: Institutional Strengthening The NOU and the Bank team have continued to work closely and have held progress meetings following the March 2020 Action Plan.
