To achieve this objective the project will support targeted investments to remove critical constraints, improve productivity and build organizational and institutional capacities, both private and public, along the value chains of the targeted commodities. In particular, the project will: (i) rehabilitate irrigation infrastructure to enhance the resilience of agricultural production systems to climate change-induced weather shocks inselected areas; (ii) rehabilitate/build commercial post-harvest infrastructure to facilitate processing and marketing of agricultural products (iii) support strengthening of the technical, institutional, managerial and marketing capacities of smallholders and their organizations, as well as other stakeholders involved in agricultural production and value chains, to more effectively operate ina market-driven environment; and (iv) provide institutional-strengthening support to improve the governance of Gambia National Agricultural Investment Plan. The selected value chains are rice and horticulture (vegetables), for which accessible markets exist andproductivity gains are achievable through adoption of proven technologies. Overall, project implementation is progessively picking up and the status of implementation of many key activities, particularly the rehabilitation of tidal irrigation systems, have been encouraging with the completion of works on the first batch of 845ha of irrigation area. Moreover, many of the recommendations of the previous mission have been implemented, while the implementations of few other recommendations are at advance stages. The processing of a number of procurement activities is at advance stage and would further improve disbursement and produce good results once completed and improve project performance. Key to the initial challenges facing the project is the issue of inadequate capacities at the Service Units of the Department of Agriculture (DOA) entrusted with the implementation of key project activities, coupled with low procurement capacity at the Central Projects Coordination Unit. As a consequence disbursements had been slow. However, close and regular implementation support from the Bank Team, including weekly audio/video conference meetings and hands on procurement support have help to improve performance. There is however the need to drastically speed-up procurement processes in order to achieve significant improvement on disbursements and make progress on the targets of the outcome indicators. Finalization of the recruitment of the Procurement Expert for the CPCU could help ameliorate the procurement challenges the project faces. The World Bank Procurement team to continue to provide hands-on procurement support. The regular audio/video conference meetings with the project team will be continued and made more effective.
