Amendment No. 3 to the Administration Agreement between the European Union and the International
Bank for Reconstruction and Development regarding the Albania Second Multi-Donor Trust Fund for
Capacity Building Support to Implement the Integrated Planning System (IPS) 2 (No. TFO71824)
1.    Reference is made to the Administration Agreement between the European Union, represented by
the European Commission (the "Commission") and the International Bank for Reconstruction and
Development ("IBRD") (together with the Commission, the "Parties" and each a "Party"), regarding the
Albania Second Multi-Donor Trust Fund for Capacity Building Support to Implement the Integrated
Planning System (IPS) 2 No. TF071824 (the "Trust Fund") effective as of December 22, 2014, as amended
(the "Administration Agreement").
2.     The Commission and the IBRD agree to amend the Administration Agreement as follows:
(a)    Section 2.03 shall be deleted and replaced with the following:
"Section 2.03. It is expected that an amount of the trust fund equal to the Contribution will
be fully utilized in accordance with the provisions of this Administration Agreement by
December 31, 2019 ("End Disbursement Date"). The End Disbursement Date can only be
modified with the agreement of both Parties pursuant to Article 9 of the General
Conditions."
(b)    Section 8.1 of Annex 3 shall be deleted and replaced with the following:
"8.1  It is expected that the Contributions will be fully disbursed by the Bank by
December 31, 2019. The Bank shall only disburse Contributions for the purposes of this
Agreement after such date with the written approval of the Donors."
3.     All other terms of the Administration Agreement shall remain the same.
4.    IBRD shall disclose this Amendment and related information in accordance with IBRD's Policy
on Access to Information. By entering into this Amendment, the Commission consents to such disclosure.
5.     Each of the Parties represents, by confirming its agreement below, that it is authorized to enter into
this Amendment and act in accordance with these terms and conditions. The Parties are requested to sign
and date this Amendment, and upon possession by IBRD of this fully signed Amendment, this Amendment
shall become effective as of the date of the last signature, provided that any relevant amendments to existing
administration agreements between the Bank and other donors have become effective.
