To date, the disbursements level stand at SDR 1.05 (11%) and falls short of projections. The launching of the civil works, the training of a new cohort of community teachers, the launch of the cell phone payment mechanism logistical pilot, and the delivery of expected big purchases (tablets and motorbikes) should lead to an improved rate of disbursement during the upcoming months. Nevertheless, implementation speed needs to accelerate and it will require strengthened proactivity and monitoring on the part of both the Government and the Bank. Below is the list of completed (since last Implementation Status Report) and upcoming activities for each of the subcomponents. Subcomponent 1.1 Quality Infrastructure and School Furniture 1. Completed: Report on schooling construction norms and standards and architectural plans for classrooms and latrines; Report on prototypes and guidelines for school furniture; Field visit to construction sites and proposal of selected sites; 2. Next steps: Decree to confirm selected sites (August); Revisions of the procedures and community-based approach training manuals (August); Training of selected communities on simplified procurement (September); Launching of the community-based construction of classrooms and latrines (October). Subcomponent 1.2 Teaching and Learning Material 3. Completed: Advertisement of the Request for Proposal (RFP) for textbooks and teacher guides production and distribution; Terms of References for international consultancy to support the Minstry of Education in defining their textbooks policy. 4. Next steps: Participation in the textbooks policy workshop in Abidjan (July); Recruitment of firm for textbooks and teacher guides production and distribution (August). Subcomponent 1.3 Teacher Training and Management 5. Completed: Training of pedagogical advisors from 2 regions; Pedagogical in-school support visits to 210 newly trained community teachers; Advertised international consultancy to support the development of the teacher policy and regulatory framework; Advertised international consultancy to support the revision of pre and post-test items. 6. Next steps: Training of 1,050 community teachers (September); Revision of pre and post-test items (December); Preparation of level II training (February). Subcomponent 1.4: Community Teachers Subsidy Payment Mechanism 7. Completed: Negotiations with cell phone companies; Rehabilitation of a room to serve as monitoring and payment center within the offices of the Agency for Promoting Community Initiatives in Education (Agence pour la Promotion des Initiatives Communautaires en Éducation, APICED). 8. Next steps: Procurement of equipment for the payment center (September); Logistical pilot of the cell phone payment mechanism in 10-15 schools (November). Subcomponent 2.1: Teacher Training and Subsector Strategy 9. Completed: Identification and listing of targeted and eligible science teachers; Draft TORs for consultancies on training needs identification and standardized evaluation of teachers and students 10.
