57265 STATUS OF PROJECTS IN EXECUTION FY10 SOPE EAST ASIA AND PACIFIC REGION Tonga Operations Policy and Country Services OCTOBER 03, 2010 Introduction The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Tonga Project Name (ID): TO-Tonga Education Support Project (P079657) Country: Tonga Board Approval Date: 06/16/2005 Midterm Review Date: 10/15/2008 Closing Date: 10/31/2010 Loan/Credit/Grant Number: TF-54014, IDA-40810 Sector (s): Central government administration (50%), Primary education (25%), Secondary education (25%) Theme (s): Education for all (50%), Administrative and civil service reform (25%), Participation and civic engagement (25%) Project Development Objectives: The development objectives of the project are to: (i) create an environment that supports the development of effective mechanisms for the consistent and equitable improvement in basic schooling for all children; and (ii) improve the quality of education through school and community empowerment. Progress toward achieving development objective(s): The implementation of TESP continues to be satisfactory. In particular, the school grants program continues to promote development and innovation through its links to school level planning and the establishment of minimum service standards. Lessons learned during implementation have been incorporated into the grants program, which will continue under an interim education support program (IESP), to be funded by NZAID and AusAID. Implementation of the curriculum development and institution building elements of the project, which had been implementing slowly, has improved over the past year. The roll out of new curricula, which were developed under the project, is progressing on schedule. The development of the education management information system continues to lag. However, technical assistance has been agreed to support a new education information and data management unit under IESP. The successful roll out of early grade reading assessment in Tonga will complement this effort to establish baselines for education quality. The design and initial implementation of a maintenance and rehabilitation grants system is proceeding well. The $1 million in IDA funding for TESP has now been fully disbursed and is being transferred to selected schools in Tonga. The Ministry of Works is supporting MEWAC for both design elements for small works and works supervision. If successful, this approach to maintenance and small works would likely receive more funding under TESP II. Progress toward achieving development objective(s): The project has had mixed results in making progress toward achieving its objectives. However, despite a slow start and some early setbacks, about half of the originally planned investments and activities are now underway, mainly related to upgrading safety and security in the air transport sector. The capacity and performance of the Ministry of Transport is becoming stronger, which is already helping to improve the pace of implementation. Restructuring of the project to expand its scope and increase investments in the maritime and road transport sectors is under discussion and likely to be completed in the second half of 2010.
