Subject: Federal Republic of Ethiopia: Pastoral Community Development Project III

Amendment to the Financing Agreement
We refer to the Financing Agreement (the "Agreement") dated January 16, 2014 between
the Federal Democratic Republic of Ethiopia ("Recipient") and the International Development
Association ("Association") for the abovementioned Project (the "Project").
Pursuant to recent discussions between the Recipient and the Association, the Association
proposes to amend the Agreement as follows:

(a)   The table in Section IV.A.2 of Schedule 2 to the Agreement is hereby deleted in its
entirety and replaced to read as follows:

All other provisions of the Agreement, except as amended herein, shall remain in full
force and effect.

Please indicate your agreement with the foregoing amendments on behalf of the Recipient
by countersigning and dating the two original copies of this amendment letter and returning one
countersigned original to us. Upon receipt by the Association of this countersigned original, this
amendment shall become effective as of the date of your countersignature.
