Component 1 “Curriculum development” is largely on track, with trialing of Grade 7 and 8 materials expected to be completed in May 2015. Funding constraints were raised as a possible issue to be able to trial Grade 9 and 10 materials, even though there were unallocated funds available two months ago. Therefore, the project accountant was encouraged to look at the project budget and confirm whether or not exchange rate fluctuations could play a role. The upcoming implementations support mission will provide an opportunity to work with the FODE accountant and agree on a possible solution to ensure the implementation pace is sustained. Reference materials are ready to be shipped, but close follow-up from the FODE team will be required to ensure the efficient handling at customs. However, the FODE curriculum team remains confident that the project will meet the January 2016 deadline for launching the new curriculum. Under Component 2, the team is planning to roll-out the IT connectivity program on April 13, 2015. A contract has been signed by the winning bidder but is pending signature by the Department of Education, which could cause delays in the rollout. Close follow-up by the FODE team will be critical in ensuring the timely roll-out and implementation of related training activities. The hiring of the Database Management Specialist is underway although slower than expected. The procurement process has been completed, so the FODE team was encouraged to complete the hiring process quickly given the importance of the position and to seek Bank support if needed. Finally, Component 3 “Project management” continues to improve, and team collaboration to meet deadlines is evidence of this. Most of the major procurement activities for the project have been carried out or are in their final stages, and the FODE team continues to receive on-the-ground technical procurement support to ensure their smooth completion.
