After two and a half years of project implementation, only about one fourth of the total investment program has been implemented. The reason for the delay in implementation is a combination of the complex nature of this project (particularly the Community-driven Development Component, which is a new concept in the rural development context of China), poor implementation capacity in some of provincial project implementation offices, as well as delays in counterpart funding provisions during the first half of the project implementation period which all have impacted on overall progress and performance. The project development objective remains fully achievable during the remaining implementation time although the scale of the project interventions may be reduced due to price inflation and exchange rates changes which have reduced Bank funding available in local currency.
