ASARECA's Strategic Plan, Operational Plan (OP) (2008-2013) and annual work plans are Page 1 of 6 The World Bank Report No: ISR5066 the basis for which coordinated support is provided by all donors contributing to the MDTF. ASARECA has made significant progress in supporting ongoing projects (both technically and in terms of financial management), launching new project calls and developing new projects, further improving its M&E and information management systems, and in addressing the priority recommendations emerging from regular reviews. While there is still scope for improvement in many areas, the Bank team concluded that implementation progress of ASARECA's OP is generally satisfactory. Technical and operational support by ASARECA to the implementing institutions has contributed positively to the effective undertakings of Public Disclosure Copy the different research, development and up-scaling activities. Accordingly: (a) 155 demand driven agricultural technologies have been generated and disseminated, and close to 27,500 target beneficiaries were able to access the technologies, (b) A total of 29 policies, laws, regulations and procedures were analyzed, of which 22 were presented for legislation/decree, and 9 policy options were approved. However, more strategic interventions are needed to ensure effective scaling-up and out of the new technologies. (c) ASARECA has commissioned and undertaken a significant number of capacity and institution building activities as part of the plan to strengthen the NARs. Furthermore, important investments were made in laboratories, gene banks, screen houses, nurseries, ripening houses and for biodiversity monitoring equipment. Nevertheless, training and capacity building efforts to NARs should be a continuous process. (d) The Board of Directors of ASARECA meetings are regularly conducted, well-prepared and well-attended. However, to increase BoD effectiveness it is necessary to carry out training, particularly for new members in corporate governance, finance, audit, performance assessment , as well as other areas as needs are identified. (e) ASARECA has been able to facilitate and forge coordination between scientists in different member countries and in some cases significant achievements were gained from such a regional approach. However, some sub-projects appear to be more 'multi-country' rather than regional. This is an evolutionary process, but champions need to be identified to keep this on the radar screen of the Board and national programs.
