For the first time, the SOPE report will include recipient- executed projects (over US$ 5 million). The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. Progress toward achieving development objective(s): This project completed its third year. Several of the indicators of the performance matrix are at the expected levels and some have been surpassed. The mid-term review did not find the need for changes in the project design or amendments. Some of the project's main achievements are: i) the Regional Laboratory was opened in February 2008 and several laboratory services and training events have been implemented; ii) Component 4 is financing 23 subproject for mobile population and indigenous people that are being implemented by NGOs; and iii) a draft of a regional strategy to prevent and control HIV/AIDS in the region has been presented to the Ministers of Health Committee. Subproject manuals will now be prepared by each PIU (Project Implementation Unit) to accommodate for different realities in each country. In Nicaragua, the technical progress has been very limited. In Honduras, the PIU has established a work plan, reached out to key stakeholders and made advancements in refining the subproject manual. The Central American Commission on Environment and Development (CCAD) has taken the lead in coordinating meetings of the Binational Committee, the United Nations Educational, Scientific and Cultural Organization (UNESCO) certification process, and in the binational coordination of the Annual Operating Plan. Progress toward achieving development objective(s): The project is making good progress towards achieving its development objective. a) The project has transformed the knowledge base on the Guarani Aquifer System (GAS) and has resulted in better understanding of the resource distribution, as well as the potential and vulnerability to contamination. b) The implementation of local management through the four pilots has demonstrated how to address local and local-transboundary groundwater management issues. c) The project succeeded in reaching more than 2.5 million people in the four countries on the need for groundwater management. Also through staff exchange and twinning, the project has contributed to the improved capacity of specialists and institutions involved in groundwater management. d) The four countries continue to work together under the Steering Group, and are now reviewing the draft Strategic Action Plan that will form the basis for the future management of the GAS. Livelihoods Sub- Projects are underway for the Tobago Cays Marine Park and proposals for two more additional sites are completed.
