For the first time, the SOPE report will include recipient- executed projects (over US$ 5 million). The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. Progress toward achieving development objective(s): The project was extended for one year to cover the periodic review with the private operator undertaken every 4 years. This review was successful. The project has met its development objective. Major works for rehabilitation and upgrading of water works and production capacity have been completed . As a result, the additional water supply in the four project cities has greatly improved . At the end of the project, customer service is expected to improve to a 24 hour water supply to existing customers, and in the 4 cities, new customers will be added to the networks which should enhance the sustainability of the investments in these cities. Production figures for all cities show a significant improvement when the current output is compared with the previous years About 137,000 connections and 1,000 standpipes are currently operating in the 4 cities (plus Maputo), contributing to the increase in coverage and access of potable water for the population in the service areas. The commercial performance has also been improved over the past years. The financial sustainability is strong and tariffs cover all operational costs and debt service. A supplemental credit of US$15 million became effective in December 2007 to fill the financing gap in civil works and equipment and further to scale up successful programs in the Quality Enhancement and Innovation Fund, the National Research Fund, and the scholarship component. During last year, the project scaled up the competitive fund, established the postgraduate scholarship program for science and technology, and completed a few outstanding civil works. The government is currently reflecting on a licensing strategy for the sector, following the end of the exclusivity period for Telecommunicaçoes de Moçambique (TDM) in December 2007. With regards to air transport, while there is some progress, the domestic and international market remains protected. As a consequence, the Board of the National AIDS Council created a Reference Group for Prevention to assist the government in identifying the drivers of the HIV epidemic in Mozambique, and advise on revitalized strategic options to address them. Key elements of the reform program took longer than planned to complete. The new framework of tripartite 12-member governance body, Commissio Executiva de Reforma da Educafio Profissional (Executive Commission for Professional Education and Training Reform), and its Executive Secretariat are fully staffed and functional. A major consultancy was recruited this year to develop the standards and curriculum plans for the pilot sectors and is expected to complete the work by early next year. In the selected localities of those Districts targeted by the project's first phase, District Administrations and selected rural communities initiated partnerships to provide agricultural services needed by farmers. These services included two types of activities with impact on household income, namely, the production of better quality sesame, and the vaccination of chicken against Newcastle Diseases. The local response to the provisions of such services has been highly positive across population groups and gender lines.
