We refer to the IDF Grant Agreement dated July 3, 2007 (the “Grant Agreement”), entered into 
between the Socialist Republic of Vietnam (the “Recipient”) and the International Bank for Reconstruction 
and Development (“World Bank”), for the above-mentioned project. We also refer to the letter dated June 
7, 2010, from Ms. Doan Hoai Anh, Deputy Director General, International Cooperation Department, State 
Bank of Vietnam, requesting to amend the Grant Agreement to include the study tours under the Grant 
Agreement.

We are pleased to inform you that the Bank concurs with your request and consequently, the Grant 
Agreement is amended as follows:

The table under paragraph 3.1 of the Annex to the Grant Agreement is amended to include study 
tours under category (2) of the table and read as follows:

Withdrawals up to an aggregate amount not to exceed $31,600 equivalent may be made for 
payments made prior to this date but on or after June 11, 2010 for the “Study Tours” as indicated under 
Category (2) of the disbursement table of paragraph 3.1 of the Annex to the Grant Agreement.

Except as specifically amended by this amendment letter, all provisions of the Grant 
Agreement otherwise remain in full force and effect.

below, and returning one fully executed original of this amendment letter to us and retaining one original 
of the letter for your records.  This amendment letter shall become effective as of the date of the 
countersignature.
