CHAIRMAN'S SUMMARY 42235 IDA Deputies Meeting Berlin, Germany 13-14 December, 2007 1. Deputies of donor countries, representatives of borrower countries and observers from other multilateral development banks convened in Berlin, Germany for the final meeting of the IDA15 replenishment discussions. Participants expressed their appreciation to the Government of the Federal Republic of Germany for hosting the meeting, and welcomed China as a new donor to IDA and Croatia as a potential donor. 2. Participants were provided an update on progress made in country level effectiveness activities since the previous meeting in Dublin, including: the Board discussion of the paper on good practice principles for the application of conditionality in development policy operations; an updated matrix on harmonization and alignment including additional measures to foster IDA'S results focus; and progress in developing a framework to be utilized in preparing the World Bank action plan for aid effectiveness ahead of the Third High Level Forum on Aid Effectiveness to be held in Accra in September 2008. 3. Participants reaffirmed their support for the IDA15 policy framework for poverty reduction. The framework includes key measures that support IDA as the "Platform for Achieving Results at the Country Level" - the theme of the IDA15 replenishment. These measures include: Advancing the implementation of the Paris Declaration on Aid-Effectiveness, in particular through donor coordination and decentralization, to enhance IDA'S effectiveness at the country level; Strengthening the focus on results, including statistical capacity in IDA countries, in line with partner country priorities; a Enhancing financial assistance to small states and to post-conflict and re-engaging countries, facilitated by revised allocation rules and introduction of the systematic approach to clearing arrears; a Strengthening the application of the Debt Sustainability Framework for allocating IDA grants during IDA15 and implementing the Non-Concessional Borrowing Policy; and a Stepping up IDA support to regional projects and climate change actions in response to growing demand and needs, particularly in Africa. 4. Participants agreed on the text of the IDA15 report. They also endorsed the process of inviting comments from civil society and the approach adopted in incorporating these inputs in the report. Participants noted that the final IDA15 report, together with the draft IDA15 Resolution, will be circulated to the Executive Directors of IDA for their approval and transmission to IDA'S Board of Governors. 5. Based on the underpinning policy framework for IDA15, donors reconfirmed their strong support for IDA by pledging a total of SDR 16.5 billion for the IDA15 replenishment (equivalent to US$25.1 billion based on the IDA15 foreign exchange reference rates). Together with donor compensation for MDRI debt forgiveness, credit reflows and expected World Bank Group transfers, the total IDA15 envelope comes to SDR 27.3 billion (US$41.6 billion equivalent) which represents a 25 percent increase in SDR commitment authority over IDA14 (or 30 percent in US dollar equivalent terms). 6. The chairman conveyed his sincere appreciation to the Participants for the guidance they provided throughout the replenishment process and particularly for the very generous financial contributions. He noted that the funds provided to IDA15 will help IDA in maintaining its key role in development assistance and fulfilling its platform role for development assistance fiom all donors.
