The Cabo Verde Education and Skills Development Enhancement Project was approved on October 31, 2018 and declared effective on April 4, 2019. The project is scheduled to close on January 31, 2023. Despite the additional challenges due to the COVID-19 pandemic, the project has made notable progress over the past several months. The level 2 restructuring to resolve implementation challenges with the skills development activities and reallocate funds to enable the Ministry of Education to respond to the forced school closures has been finalized. The Project Development Objective (PDO) remains to strengthen foundational skills in education and improve the relevance of training programs to the recipient’s strategic development plan and the project continues with the same three main components: (i) Support to the Basic Education Reform; (ii) Support to demand-based training financing schemes; and (iii) Support to the Education and Skills Development Reforms and Project Management. Highlights of recent progress include: (i) successfully implementing the distance learning program which has enabled the ongoing curriculum reforms to continue without interruption; (ii) conducting remotely via an online learning platform the required teacher training sessions that had been delayed; (iii) recruitment of the firm to help develop the socio-emotional skills materials; and (iv) recruitment of the consultant to support the implementation of the new teacher training strategy. Component 2 and 3.2 – Professional Training. Highlights of recent progress include: (i) the successful launch of the first round of the grants for the private sector and professional training providers; (ii) preparation of a draft of the Financial Management (FM) procedures manual for FPEF (Fundo de Promoção do Emprego e da Formação) and the cooperation agreement between UPGE and FPEF in order to allow FPEF to directly manage both the grant and scholarship programs (US$2 million); (iii) identification of the new national qualifications frameworks in ICT and tourism to be developed; and (iv) preparations to resume the Coding for All training by the end of November. Bottlenecks. The overall rating for the project has been maintained as Moderately Satisfactory. This is primarily due to the need to: (i) advance with the verification of the Year 2 Performance-Based Conditions (PBCs) targets which has been delayed (pending US$1.1 million); and (ii) that all requirements to allow the scholarship program to begin have not yet been completed. Despite earlier delays, it was confirmed during the November mission that achievement of PBC 1.2 (materials for grades 3 and 7 available in all 22 municipalities- US$700,000) and PBC 3.2 (training of Grades 2 and 6 teachers- US$400,000) is now complete. The Bank is awaiting the verification report in order to authorize disbursement of the related funds. The main bottleneck for the scholarship program has been finalizing the sustainable financing mechanism for professional development which is a condition of disbursement. The work to develop this mechanism has now concluded and a related decree is now undergoing the official approval process. It is expected that once the required documentation has been submitted to the Bank for its review, the scholarship program will be able to begin in early 2021. Mid-Term Review (MTR). In January 2021, the project will have reached the mid-point and there will only be two years left for implementation. Now that the restructuring has been finalized, the Project’s MTR is planned for April 2021. At this point, the team will be able to assess whether the changes introduced with the restructuring have indeed resolved the earlier bottlenecks encountered during the first phase of implementation. In order to reflect the correct version of the results framework in the portal, this is only possible after the Bank receives and the team is able to upload the signed amended legal agreement. Due to issues with the government's email system, this has been delayed but the signed amendment is expectedly shortly. Once received, the team will upload and then fill out the results framework with the relevant information.
