Overall implementation is progressing well per design and schedule. A program launch was chaired by the Prime Minster Hon. Mizengo P. Pinda. The Prime Minister’s Office for Regional Administration and Local Government has carried out a series of sensitization workshops to ensure all cities have a sound understanding of their responsibilities, a venue for feedback, and an opportunity to learn from their counterparts. The first performance assessment was carried out on-schedule and to satisfactory standards. Out of the 18 participating cities, 15 achieved the minimum access conditions. The first tranche of funds ,linked to their performance, has been transferred to the Ministry of Finance in October, and already received by the cities. The second Annual Performance Assessments is already underway and on schedule. The mission found that the Page 1 of 7 The World Bank Public Disclosure Copy performance based incentives, together with resources for capacity building, are encouraging local governments to make the start to improve their urban management capacity in areas (such as own source revenue collection and planning) where in the past there may have been less traction and attention. Key Decisions for Disclosure The Prime Minster’s Office for Regional Administration and Local Government has agreed to staff-up to ensure it has robust project management, fiduciary, and technical staff dedicated to manage this technically and logistically demanding project. The Prime Minster’s Office for Regional Administration and Local Government and the cities has agreed to accelerate the capacity building activities to create the enabling environment for cities to achieve the performance measures.
