The number of consulted farmers represents over 90% of all beneficiaries; and are coming from all 257 groups supported by the Project.  The exercise to produce the Citizen Report Card (CRC) which was planned to start in April 2020, was only able to start in June 2020 because of the country lockdown during that period, and the survey period was prolonged due to movements restrictions imposed to contain the Covid-19 pandemic. Therefore, the results to inform the satisfaction levels of farmers for the planning, monitoring and evaluation of the 2019/2020 “imihigo” will only be available in November 2020, when the final CRC report will be finalized. Component 2 - Deepening and scaling up of the cooperation between CSOs and Government officials  In coordination with local leaders in Nyanza District, the project organized advocacy meetings which successfully addressed issues faced by farmers in Mukingo Sector. These issues varied from conflicts with seeds suppliers, with buyers of their produce or internal conflicts within their cooperatives. Such cooperation with local Government leaders has also been observed in the Eastern Province where the TI- RW team and its CSO partner in Kayonza, were asked to join the District team for the verification process of performance contract implementation in Kayonza District at end of FY 2019/2020. TI-RW and Imbaraga Association took the lead of the exercise to validate the achievement of agriculture related “imihigo”.  In preparation of “imihigo” for the year 2021/2022, the TI-RW project team and its CSO partners have also been advocating to the authorities in Nyanza and Kayonza Districts, and to other key relevant stakeholders, for increased participation of farmers and their organizations in the decision of the final list of Districts’ “imihigo”. Following these consultations and meetings, Nyanza and Kayonza authorities agreed to add farmers representatives in the District Joint Action Development Forum (JADF) and to always include specific consultations with farmers organizations in the “imihigo” preparation process to hear and consider their priority needs. 11/24/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Empowering farmers at district level through social accountability to improve Performance Contracts (Imihigo) in Rwandan Component 3- Sharing knowledge and lessons learned and project management  In coordination with journalists’ networks in Rwanda; including PAX Press, Rwanda Media Network and Social and Accountability Journalists, the project organized radio programs and social media campaigns to give updates on project implementation and share lessons learnt. Key objectives of these campaigns included the mobilization for an increased participation of farmers in the preparation of agriculture projects, both in the Districts where the project operate, and beyond.  The project M&E system continued to inform the actions of the project coordination to improve its operational strategies. Over the last six months, six (6) actions were implemented as a result of lessons learnt from reports of steering committee meetings, field monitoring and coordination meetings with CSOs.  To increase interactions among farmers, CSOs and local Government leaders; the TI-RW project team has been developing two digital tools which would help farmers to raise directly their concerns to Districts authorities and also facilitate the monitoring and advocacy by CSOs. The “Baza Umuyobozi Wawe” (“ask your leader”) telephone application would be used by farmers to communicate their issues to the authorities, while the “DoP” (“Days of Participation”) toolkit, which has already been piloted in Kayonza, would use both an internet based application and workshops to facilitate collaboration between CSOs and Local Government institutions. The project expects that the two stakeholder interaction programs which are planned to be launched by the next FY, will contribute to sustaining the outcomes of the project beyond its closing.
