After having completed the implementation program for the original Page 1 of 6 The World Bank Report No: ISR4293 credit and Sida grant, MSIF has disbursed about 80 percent of the (first) Additional Financing credit and fully committed the part of the credit allocated for sub-projects. MSIF is also very close to completing activities of the EU Regional Development and Social Protection grant which supports development of non-residential social care services and improvement of water management in southern Moldova. Implementation of the most recent Second Additional Financing credit of USD20 million has reached a very intense phase. MSIF has approved 149 community sub-projects of which Public Disclosure Copy 41 sub-projects are already completed and another 72 sub-projects are under implementation. An additional 36 sub-projects are ready to be launched once community contributions are collected and works are procured. Despite agreements reached with the Government in the winter of 2010/11 as regards to identifying schools which would benefit from the Second Additional Financing, the World Bank was not able to amend legal provisions regulating this issue mainly due to lack of accurate information on the schools to be optimized. This prevents MSIF from launching schools rehabilitation sub-projects. After one year of suspension, JSDF grant-funded activities at Transnistrian territory show some potential to revive. Transnistrian authorities seem to have re-gained interest in cooperating with MSIF and community leaders initiated new applications. A number of suggestions were made by the Transnistian side about organization of MSIF work in the post- conflict zone. It is still unclear how sustainable such an interest is and to which extent the set-up existing in Transnistia is compatible with the approaches and rules applied under the Project. However, the MSIF and the World Bank project team are looking into the possibilities to accommodate the suggestions while minimizing implementation risks associated with further work in Transnistria.
