96532 PARIS21 Secretariat Accelerated Data Program (ADP) DGF 401013-04 Final Report BACKGROUND Since April 2006, the Accelerated Data Program has been implemented as a satellite program of the PARIS21 Secretariat at OECD. The ADP is supported by the World Bank MAPS Development Grant Facility (DGF). A grant of US$1.1m was allocated for year 2013 under the Grant Agreement DGF 401013-04. The grant was signed on 14 March 2013, with a closing date extended to 30 June 2014. The funds were received at OECD on 29 March 2013. This final report is submitted in accordance with the Framework for Cooperation (Section 3.1 of the Grant Agreement DGF 401013-04). It covers the full grant period. Progress and results on this grant have been reported through the required semi-annual reports on 30 June 2013, 31 December 2013, 30 June 2014 (provided under the extension which was granted). GRANT OBJECTIVES As provided in the grant agreement, the overall grant objective specifies the main objective is to continue to address action 5 of MAPS through the Accelerated Data Program (ADP) which aims to provide policy makers and other stakeholders with better data and analysis for policy design, monitoring, and evaluation. The primary activities as specified under the DGF 2013 are provided as follows:  Making survey data more accessible  Increasing microdata use and demand  Improving quality of future surveys DELIVERABLES SUMMARY The table below provides a list of expected outputs based on the deliverable schedule provided by the DGF. On-line survey catalogs At the end of the last reporting period (2012) there were 55 total catalogs available on-line. At the end of this reporting period, 60 NADA catalogs were available on-line. A more systematic way of monitoring the NADAs was implemented in March 2014. The graph below provides a view of NADA monitoring through June 30. The jagged shape of the line indicates that NADAs can go on and off-line due to technical issues. Our monitoring team quickly contacts the focal points in order to address the issues as soon as possible. The graph to the left shows the pattern of NADAs as they have been added through time. Of the NADAs on-line note the following: 54 are country specific National Statistics Offices (NSOs) 6 Regional or other non-NSO NADAs. A comprehensive NADA quality review and reporting system has been implemented. This monitoring system includes a maintenance schedule with daily, monthly and other periodic checks.  3. National data dissemination policies The ADP provided on-going support to statistical offices in developing their data dissemination policies. Anonymized microdatasets The demand for the IHSN anonymization tool continues to be high (sdcMicro). However, the application will require greater care and regional expertise in order to implement. The tools will not be rolled out as the NADA was rolled out. The tool uses more sophisticated routines and requires knowledge of the R statistical package. These are already available on-line and have undergone a level of anonymization. Note:  A quality check of public use files will be undertaken to check the level of removal of direct identifiers in 2014 and 2015.  An sdcMicro integrated approach to data anonymization is being developed. This includes development of: study guides, survey specific risk disclosure assessments, tutirials for using the R based platform. A strategy of developing regional expertise in data anonymization will likely be pursued.  5. This was also a stock-taking exercise and served to demonstrate and expose regional partners to advances in the sdcMicro and the new Question Bank.  6. National Question Banks The National Question Bank has been subject to a redesign which has postponed its implementation. A new approach to introducing a process for monitoring sector indicators relevant to national policy is being developed. This will be implemented with the national Strategy for the Development of Statistics (NSDS) as a Data Development Plan. This Data Development Plan (or Data Annex) will be introduced during the NSDS planning process and will account for the monitoring framework of indicators as provided in relevant policy documents such as the Poverty Reduction Strategy Papers (PRSP) or other sector specific policy documents. The provision of a Data Annex in the NSDS will form the basis for undertaking important Task 2 activities such as: Survey Planning and budgeting. This also serves a a desk work phase which will ease the introduction of the Question Bank. Additional Country level outputs:  Technical assistance provided to about 80 agencies in the countries above on microdata management. South-south technical assistance was promoted. This continues to be an important aspect of providing country level support.  National and regional DDI production workshops organized to accelerate survey documentation by national staff and to train national staff on IHSN Microdata Management Toolkit and on microdata management best practices (in total about 857 staff trained in the various workshops of which 70% of these were men and 30% women). The table below provides the number of training events by specific category. Additional Items:  Regional strategies are being undertaken to account for greater activities to be focused on the region. Francophone Africa will serve as a pilot. A collaborative agreement will be implemented under the 2014 grant with AFRISTAT. Global level activities and outputs included:  The ADP 2013 program underwent a change in program management. The previous coordinator, François Fonteneau left the OECD. A replacement coordinator was appointed. The new coordinator is Geoffrey Greenwell.  Implementation of recommendations by the 2013 OPM led program evaluation was undertaken under the 2013 grant Extensions & the 2014 Grant. This includes the integration of the Data Annex into the NSDS and the support to regional centers. USE OF THE FUNDS 95 contracts were processed with individual consultants, private companies and public institutions. The terms of reference and the summary of the outputs delivered under each contract are available upon request at the PARIS21 Secretariat. Interim financial reports were submitted on 30 June 2013, 31 December 2013 and 30 June 2014. A separate final financial report is submitted with this report.
