(These budget support grants are separate from this grant.) The grant for an IDA-supported project will build the tools and capacity of the Government to support its ability to achieve and manage these reforms. Page 1 of 4 The World Bank Report No: ISR4596 These reforms have already begun: the European Union and the World Bank helped the Ministry of Labor and Social Protection to launch a pilot of the reform of social assistance in two districts. The pilot consolidates the two largest social assistance programs into a single benefit, and uses a proxy-means test to target benefits to the poorest 20 percent of the population. The World Bank has also mobilized a grant from the Rapid Social Response (RSR) Multi-Donor Trust Fund to support the implementation and evaluation of the pilot. The IDA-supported Project will support extension of these reforms by supporting the development of core tools and capacity for rolling them out at the national level. Public Disclosure Copy A World Bank team is now in Tajikistan and is assisting with the project implementation unit in the Executive Office of the President to complete the technical steps needed to bring the Project to Effectiveness. Following Effectiveness, the World Bank will make the first disbursement and so that the Government can begin the planned work.
