In particular: Component 1 – Transferring Knowledge to the Rural Sector. During the reporting period the third round of the three planned “Training to certify candidates for advisory services in agriculture and rural development and improve effectiveness of extension staff” was delivered to 69 candidates/advisers who fulfilled the certification criteria. In line with the MAFRD Administrative Instruction, and in accordance with decision taken by the Committee for the Certification of Rural Advisors, the exam for the certification of the third group of trainees took place on May 15, 2021. The second round of "Training in Advanced Technologies in Agriculture and Rural Development" was carried out in March-April 2021 and was attended by 50 participants including MAFRD, Municipalities and private extension staff. The training was organized across the regions (Pristina, Mitrovica, Peja, Prizren, and Gjilan), and topics included (i) advanced technologies in primary crop and livestock production; (ii) farm planning, management and analysis; (iii) post-harvest handling and agricultural marketing; (iv) agro-processing and rural diversification; (v) bioenergy – use of the biomass; agricultural products (plant or animal origin), forestry products, municipal and other waste to generate electricity and water and solid waste management, and (vi) role of the information and communication technology in agriculture. Component 2 – Enhancing Investments to Promote Sustainable Rural Development. Implementation of the 2019 RDGP was affected by COVID-19 thus the investments completion deadline was extended to December 2020. The project supported a total of 68 beneficiaries of the 2019 RDGP with a total amount of about EUR 1.54 million in grants provided. The 2020 RDGP was extended to cover 2 calendar years (2020-2021) to provide sufficient implementation time to producers and processors while facing the COVID-19 restrictive measures. Two calls for applications targeting different measures and sub-measures were launched, the first in July 2020 and the second in January 2021. The applications were successfully submitted using the online application platform developed by the project in both Albanian and Serbian languages. For the first call, 1,414 applications were received for all the measures/sub-measure. Further to the evaluation of applications received, 324 contracts were signed for a total value of about EUR 8 million. Of this call the project is supporting 5 investments in measure 103 “Processing and Marketing of Agriculture Products in the livestock subsector”. For the second call, 648 applications were received in January-February 2021. However, at the time of reporting these applications were not yet evaluated. With regard to the Horticulture Development Grants Program aiming at promoting the development of the horticulture sub-sector by fostering the integration of smallholder producers in the horticulture value chain, the project is supporting 13 investments. These investments include support for construction and renovation of handling/processing facilities; equipment required to expand handling/processing capacity; agriculture inputs for farmers, as well as small-scale agricultural production equipment, drip irrigation; investments required for achieving quality and safety standards and to adopt production and handling practices according to Global GAP, HACCP, ISO and other internationally recognized food safety systems, etc. Component 3 - Support for Irrigation. Rehabilitation works of the Radoniqi- Dukagjini irrigation scheme are progressing according to schedule. Rehabilitation works are fully completed in some sections of the sub-schemes for a total area of about 4,000 hectares, as well as rehabilitation of the Administrative Building in Gjakove and Prizren are either completed or near completion. COVID-19 restrictive measures have been addressed in due time by both the contractor and supervisor thus limiting the negative impact on implementation progress. With regard to the Implementation of Dam Safety Recommendations, the Dam Safety Panel of Expertise has provided inputs for technical specifications of geodesic survey, emergency preparedness plan, hydrological study and hydro-meteorological and dam monitoring equipment. Finally, the project supported the development of a Decision Support System software which has been finalized. The consultants have provided the basic database containing the scheme, maps, and parcels only for Rahovec municipality. A training on the delivered system has been carried out virtually. Component 4 - Project Management, Coordination, Monitoring and Evaluation. The PIU continues to make extraordinary efforts to ensure timely implementation of project activities notwithstanding the restrictions and difficulties caused by the COVID-19 pandemic. Awareness activities are being carried out to promote the rehabilitation works at Radoniqi-Dukagjini irrigation scheme and results of the Horticulture Development Grants Program. Finally, the PIU continues to follow-up on the ARDP Citizen Engagement Action Plan, including requiring feedback through scorecards at the completion of each training, and following the participatory monitoring of the irrigation rehabilitation works through the Local Monitoring Group providing feedbacks from the field on the works implementation.
