This report is based on the productivity and investment climate survey (PICS) of about 700 firms which carried out between April 2003 and May 2004. Since the survey was completed, several changes have taken place : successful elections were undertaken and a new Government was put in place in November 2004; political macroeconomic stability has settled in and seems less of a concern to investors; and the business cycle seems to be on the upswing.
