Has the Project Development Objective been changed since Board Approval of the Project Objective? Yes Board Approved Revised Project Development Objective (If project is formally restructured) The proposed project development objective (PDO) is "to enhance quality and equity in participating engineering education institutes and improve the efficiency of the engineering education system in focus states". Components Table Name Improving quality and equity in engineering institutes in focus states:(Cost $318.00 M) System-level initiatives to strengthen sector governance and performance:(Cost $34.68 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions A virtual joint review mission was held between Dec 2-4, 2020 (with additional discussions on Dec 12 and Dec 16, 2020) to review implementation progress and prioritize actions before the project closure in March 2021. Despite ongoing closures and restrictions imposed by the pandemic, project activities have continued at a slower pace. The project is on track to achieve the PDO and has met all DLI targets, including those for the final year. The project was restructured two times in FY21 – (1) to cancel savings in the amount of US$10.63 million, and (2) to extend the closing date from September 30, 2020 to March 31, 2021. The project has disbursed US$8.6 million in FY21 so far – the majority of which was against achievement 1/25/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Technical Education Quality Improvement Project III (P154523) of DLI targets – and is expected to disburse US$16 million in Q3. Project institutions continue to be closed and thus slowing the pace of Project activities. As institutions are adapting to remote operations and revised guidelines for procurement, activities and expenditures are ramping up. Close monitoring of all pending activities in the last few months along with clear communication to all institutions regarding closure requirements and completion of all works by March 31, 2021 is important. A third round of the assessment is planned for April-May 2021 (after project closing) to be rolled out Comments: independently by the government. Further, owing to some changes in the test instrument and methodology, the assessment may not provide information on changes in student skills in the final project year. Therefore, the end target may not be met. 1/25/2021 Page 2 of 9 The World Bank Implementation Status & Results Report Technical Education Quality Improvement Project III (P154523) IN00931171 ►NBA-accredited and/ or applied for programs in participating institutes.
