B. Project Objectives The development objective of the proposed project is to strengthen municipal performance of Kabul Municipality in select areas. C. Project Description The proposed project will have the following four components: Component 1 – Annual Capital Improvement Program for Upgrading (US$73.0m): This component will finance: (i) comprehensive upgrading of X hectares of land annually, including both planned and unplanned settlements; (ii) emergency support to the Sanitation Department Component 2 - Municipal Strengthening Program (US$10.0m): This component will finance (i) Public Disclosure Copy computerization of KM’s Financial Management System; (ii) development of KM’s institutional capacity; (iii) enhancement of local revenue mobilization; (iv) support for investment planning, budgeting, and execution for better service delivery. Component 3 – Technical Studies and support (US$12.0m): This component will finance the preparation of feasibility and detailed studies in sequence for (i) a drainage master plan; (ii) solid waste master plan for Kabul; and (iii) asset management study and establishment of an asset management system for KM. Component 4 - Project Planning and Management Support and Capacity Building (US$5.0m): This component will finance: (i) the preparation of detailed design for upgrading; (ii) knowledge sharing and training for capacity building in the areas of solid waste management, upgrading, and municipal development; (iii) communications in the areas targeted in the Capital improvement Program CIP; (iv) development of an asset management system; and (v) project management costs including operating costs. D. Project location and salient physical characteristics relevant to the safeguard analysis (if known) The project will be implemented in Kabul in both planned and unplanned settlements by the KM’s PMU. The civil works under Component 1, will finance upgrading and rehabilitation of the urban infrastructure within the existing rights-of way (ROW) for roads, drains, water distribution pipes, etc. The upgrading will be targeted in settlements, where paved access to houses is missing or deficient, where narrow streets are not adequately leveled, and where there are deficiencies in the delivery of basic municipal infrastructure and services. Public Disclosure Copy Upgrading of infrastructure and services in such settlements will be done within the existing rights of way in settlements as it is a criteria for selection of settlements for inclusion under the proposed project. No physical relocation and resettlement is anticipated. For each subproject, Environment and Social Management Plans (ESMPs) will be prepared & disclosed prior to the award of contracts for works. E. Borrowers Institutional Capacity for Safeguard Policies The KM’ Project Management Unit (PMU) has employed social and environmental staff that have gained over eight years of experience through the implementation of the now closed Kabul Urban Reconstruction Project (KURP) which financed upgrading similar to the works envisaged under the proposed project. Safeguard capacity of KM’s PMU staff is satisfactory. Apart from first hand experience with implementation of KURP, PMU staff also received extensive training over the implementation period of KURP. Environmental & Social impacts will be mitigated following the measures and practices developed under KURP that were exemplary – it is these practices that will be adopted for this proposed project. Any additional training required for safeguards will be provided during the implementation of the proposed project, and facilitated by the Country Office based Project Team. As needed, the project is expected to recruit a consultant to provide on–the-job training on supervision of ESMPs. Since the location of upgrading works to be financed from the Project Preparation Grant are known, ESMPs for each of the upgrading sites will be disclosed prior to award of contracts. All sub-projects Public Disclosure Copy to be financed from the parent project will not be known at the time of Appraisal. An Environmental and Social Management Framework (ESMF) will be developed by March 15, 2013 to guide the management of environmental and social risks from investments proposed under the parent project. In case of any sub-project involving Physical Culture Resources, the KM’s PMU through a consultant will conduct an Environmental Impact Assessment and Social Impact Assessment (EIA/ SIA), including development of a Cultural Heritage Management Plan (CHMP). Kabul Municipality is responsible for the implementation of ESMFs and ESMPs and for compliance with the World Bank/IFC's General Environment, Health and Safety guidelines as applicable to mitigate upgrading related impacts. SAFEGUARD POLICIES THAT MIGHT APPLY Safeguard Policies Triggered? The main impacts that will require mitigation are expected to occur during construction. These impacts, likely to be localized and temporary in Public Disclosure Copy nature, would be noise, vibration, dust, and traffic disruption. Additional negative impacts during construction will occur due to haulage and final disposal of materials. Most of these impacts can be mitigated by proper sub-project designs and the implementation of satisfactory ESMPs that would be integrated into the bidding documents. Private voluntary donations will be documented as required by the ESMF, as will compensation payments made by the community in keeping with the exemplary practices under KURP. The ESMF will include guidelines for avoiding, reducing or mitigating the negative impacts. In addition the KM’s PMU has already prepared three sub-projects with the requisite ESMPs, which are being reviewed by the Bank. ESMPs for the three sub-projects to be financed from the Project Preparation Grant for the proposed project, will be disclosed prior to the award of contracts for works. No further safeguards related studies are envisaged at the present time. However during project implementation, in case of any sub-project involving Physical Culture Resources, the KM’ PMU is responsible to hire a consultant to conduct an Environmental Impact Assessment and Social Impact Assessment (EIA/SIA), including development of a Cultural Heritage Management Plan (CHMP).
