The MEN-A has started the work to fulfill the two conditions for project effectiveness. These are: (i) the finalization and adoption of the Project Implementation Manual (PIM) satisfactory to the Bank; and (ii) the recruitment of a project coordinator, a financial management specialist, a procurement specialist, and an monitoring and evaluation (M&E) specialist for the Project Coordination Unit (PCU) with terms of reference, qualifications and experience satisfactory to the Bank. The adoption and validation of the PIM has been met; the Bank team has facilitated the recruitment of a consultant to work with the MEN-A in the elaboration and finalization of the PIM. The recruitment of the key PCU staff encountered some delays, in spite of the task team’s support in helping 6/30/2020 Page 1 of 8 The World Bank Implementation Status & Results Report Guinea Project for Results in Early Childhood and Basic Education (P167478) the client develop the terms of reference (TORs) for all of these key PCU posts. The Ministry of National Education and Literacy (MEN-A) requested a first extension of the effectiveness deadline to March 23, 2020 to provide more time for candidates to submit proposals. Subsequently, a second postponement of the effectiveness deadline was requested due to the fact that there were discrepancies between the MEN-A and the Bank in the evaluation review of the candidates proposed to be selected for the positions of coordinator and procurement specialist. Finally, the effectiveness deadline was postponed a third time until July 22, 2020 to complete the review of the proposed candidates based on additional information on each candidates’ experience and qualifications. The recruitment process is at the final stage of contract negotiations with the selected PCU staff, and the recruitment process is expected to be completed by early July 2020.
