The Project was officially launched in the region on March 5, 2018 with the participation of the 5 countries and the OECS Commission. The Midterm Review conducted on January 29 – 30, 2020, confirmed that the Project has disbursed 36.8% (US$ 2.316 M) of the total grant of US$ 6.3M. CROP continues to partner with various stakeholders on the ground in the implementation of the activities. A Mid Term Review Independent Evaluation confirmed that the CROP is laying the foundation as an important and transformative process fostering ownership and sustained engagement towards a blue economy in the region. More specifically, the CROP aims to strengthen the policy and regulatory frameworks for enhanced ocean governance. This ‘up-stream’ regulatory framework is embodied in the Coastal and Marine Spatial Plans (CMSPs), the regional 3/17/2020 Page 1 of 6 Public Disclosure Copy The World Bank Implementation Status & Results Report Caribbean Regional Oceanscape Project (P159653) and national ocean policies, and the cabinet approved National Ocean Governance Committees (NOGCs), all of which are the foundation for the blue economy. Because of CROP, the specific ‘down-stream’ investments and projects will encounter the institutional support, backed by ocean policies, and even the physical space (outlined in the CMSPs) to be successfully executed to deliver results and further advance the blue economy agenda in the region. Component 1: All activities are on track. Consultations are currently underway for the development of Coastal and Marine Spatial Plan (CMSPs). Three National Ocean Governance Committees (NOGCs) have already been established (St. Lucia, St Vincent and the Grenadines, and Grenada) which are essential to guide the development of CMSPs. To bring wide visibility to CROP activities, a 5-minute video to inform on CMSP and on the blue economy more generally has been developed. This video has been distributed via the OECS YouTube and Facebook channels and a shorter version of the video has been placed on OECS Twitter. Regional training workshops on marine data tools and uses have been conducted by The Nature Conservancy under the auspice of the OECS Commission. Additionally, work on the ‘Think Blue’ platform for ocean literacy, in partnership with Virtual Educa Foundation, continues. CROP is fostering a collaborative synergy amongst sectoral ministries, and resource users (stakeholders at all levels) in-country, across the region, and with other island states including the Seychelles. Component 3: The institutional arrangements for the OECS CROP Project Implementation Unit (PIU) are in place and performing well. The major consultancy services contracts under CROP components 1 and 2 are in effect. CROP has also made progress towards generating knowledge partnerships, including the signed MOU with the Virtual Educa Foundation and the European Space Agency. Partnerships with the Government of Norway and with the Food and Agricultural Organization of the UN (FAO) have also been established. Additionally, the PIU is active on public awareness and promotion of CROP. As such, this committee has been renamed National Ocean Governance Committee (NOGC). In January Comments: 2019, the Cabinet of Ministers in St Vincent and the Grenadines approved the establishment of an NOGC. The Grenada NOGC was approved by cabinet on September 2019. In November 2019, an MOU was signed between the National Oceanography Centre (NOC) and OECS to support work under CROP 1.1 through the European Space Agency (ESA) initiative, Earth Observation for Comments: Sustainable Development (EO4SD). A Grant Agreement was signed on October 2, 2019 with the Government of Norway to implement a project on marine litter.
