Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost Infrastructure 33.00 Urban management 2.30 Institutional Development and M&E 3.00 Overall Ratings Public Disclosure Copy Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Satisfactory Overall Risk Rating Implementation Status Overview During the last six months, disbursement has increased from 20% to 37%. Commitments currently stand at 47%. This steady progress is attributed to (i) the tight implementation of the agreed rapid results initiative (RRI) action plan that was set-up in December 2010 to catch up with delays incurred in launching the first batch of bidding documents by ABUTIP and (ii) the close follow-up on the implementation of the agreed RRI action plan. Based on updated procurement plan, it is expected that disbursements would reach 57% by December 2011 and commitments would reach 80%, which is slightly above appraisal target. In addition, projections indicate that, for the infrastructure component, the total grant amount will be fully disbursed by December 2012, two years ahead of the expected closing date of December 31, 2014. This is evidenced by (i) contracts for works totaling to about US$ 10 million that are being implemented; and (iii) bidding documents for works and Page 1 of 8 The World Bank Report No: ISR3901 goods totaling US$ 6 million that are being prepared for the third batch of sub-projects and that will be contracted out before February 15, 2012. With the recent inauguration of the first batch of completed sub-projects, the project's visibility is high. The success of the previous project and the ongoing one has attracted a lot of Public Disclosure Copy interest from many constituencies and stakeholders in Burundi. More than 1,050 requests for sub-project financing have been filed by municipalities and communities and the required beneficiary contributions have been received. Needed funding far exceeds the remaining resources under the current grant. Thus, a formal Additional financing request was submitted by the Government to the World Bank on May 30, 2011.
