Project Development Objectives/Outcomes Original/Current Project Development Objectives/Outcomes The proposed project development objective is for selected tank based producers to improve agricultural productivity and water users associations to manage tank systems effectively. 3 INDIA: ANDHRA PRADESH COMMUNITY BASED TANKS MANAGEMENT PROJECT LN. 4857-IN/CR. 4291-IN Restructuring Paper 1. The closing date for India, Andhra Pradesh Community Based Tank Management Project (P100789; Loan No. 4857-IN and Credit No. 4291-IN) will be extended from December 31, 2012 until September 30, 2014. 2. Following a slow start-up, mainly due to initial delays in mobilization of support organizations and water user associations (WUA) and preparation of Tank Improvement and Management Plans (TIMP), project implementation had begun picking momentum in 2009, at which time it started suffering from external circumstances, firstly from delays in fund releases due to fiscal stress in the state, and then from periodic disruptions in the working of Project Management Unit (PMU) and District Project Units (DPU) due to political unrest in the state. However, with concerted efforts over the past year or so, physical rehabilitation works have now been taken up by WUAs in all the 2,157 tanks to be rehabilitated under the project, and in 2,147 of these tanks contractors have also started civil works. All works envisaged as per the TIMPs have been completed in 1,121 tanks, and 515 tanks have been formally handed over to WUAs for future operation and maintenance (O&M). 3. Satisfactory progress is being achieved in meeting the project development objectives. Data reported by an external M&E agency from a sample of project tanks indicate that yields of paddy, maize and groundnut have increased by 8 percent, 21 percent and 45 percent respectively and cropping intensity has increased 15 percent from baseline values. In tanks where fisheries interventions have been undertaken, fish productivity has nearly tripled from baseline values. Institutional strengthening efforts have also led to improvement in WUA functioning as measured through a number of intermediate outcome indicators. 4. The proposed extension would enable: (i) satisfactory completion of all tank rehabilitation works, including pending dam safety works in some tanks; (ii) completion of additional works which have been identified in certain project tanks to improve the irrigation distribution system and enhance water use efficiency in these tanks; (iii) handover of rehabilitated tanks to the WUAs in an orderly manner for future operations and maintenance; and (iv) taking additional measures to strengthen post-project sustainability. The proposed extension is necessary to implement the project as planned and achieve the project development objectives. The Borrower has in place an action plan to complete the project. 5.
