REPUBLIC OF NIGER: Credit No. 4893-NE (Urban Water and Sanitation Project)
Second Amendment to the Financing Agreement
Excellency:
1.    We refer to: (i) the Financing Agreement between Niger ("Recipient") and the
International Development Association ("Association") for the Urban Water and Sanitation
Project, dated May 12, 2011 (the "Financing Agreement"), and (ii) the first Amendment to this
Financing Agreement, dated June 7, 2013 (the " first Financing Agreement Amendment").
2.    Pursuant to your letter dated October 27, 2014 requesting the Association to extend the
closing date of one additional year, i.e. up to December 31, 2016, 1 am pleased to inform you
that the Association concurs with your request, therefore:
SCHEDULE 2 - Section IV - B. Withdrawal Conditions; Withdrawal Period
of the Financing Agreement is amended as follows:
2. The Closing Date is December 31, 2016.
3.    All other terms of the Financing Agreement and the first Financing Agreement
Amendment shall remain the same.
4.    Please confirm your understanding to the foregoing, on behalf of the Recipient, by
signing, dating, and returning to us one of the enclosed originals of this Amendment. Upon
receipt by the Bank of the original of this Amendment countersigned by you, this Amendment
will become effective as of the countersignature.
