The project received an Additional Financing (AF) of $35m on September 27, 2012 to enhance the original project’s impact. The Project is currently rated Moderately Satisfactory both for achievement of Development Objective and for Overall Implementation Progress.The Original Project has disbursed a total of US$64.5million (equivalent to 100 percent SDR) and the Additional Financing has disbursed a total of US$20.39 million 18.65 (equivalent to 59.32%percent SDR) as of September 15, 2016. The project has been extended from June 30, 2016 to December 31, 2016, to allow for: (i) the completion of remaining activities to strengthen Public Financial Management under Component 1 and (ii) the rehabilitation of the road between Cap Haitian and Labadie. This extension would also accommodate a proposed Second Additional Financing (negotiated May 6, 2016), which is expected to be considered by the Board of Executive Directors after October 2016. This AF would allow for the completion of additional activities deriving from the recently adopted Public Financial Management Reform Action plan (PFMRAP) under Component 1, and the rehabilitation works of the road between Cap Haitian and Labadie. Component 1: The governance component provided support in the early phase of the recovery following the earthquake to restore key government functions. Prefabricated units were provided to DGI, DGB, Treasury and DEE, which account for a total of 262 fully equipped work stations with computers, communication equipment, A/C and generators to power the building in absence of EDH power, a new custom office at the airport is also under construction. In December 2015, the Single Treasury Account was eventually extended to all line ministries along with the full establishment and operationalization of 15 Accounting Units. In external controls, the Court of Accounts completed and approved its Strategic and Operational Plan for the next 5 years while its audit capacity building programs were initiated in June 2016. Similarly, capacity building activities for professional accountants’ organization started with support from the French counterparts and the MEF Internal Auditors (IGF) audit capacity strengthening begun as well with external auditors funded through this component. In addition, the Procurement Board also kicked off various activities, including revision and streamlining of procurement processes and, for the first time, the annual audit of 2014-2015 contracts in 5 ministries and institutions (BMPAD; UCBLP; Transport and Public Works; Agriculture; Education and Health) with support from an international consultant and local consultants hired through the project. Moreover, the MEF achieved the preparation and adopted the technical and functional specifications for the acquisition of the new financial management system. Component 2 & 3: Regarding component 2 and 3, the key activity pertains to the Cap-Labadie Road. The project has complied with all the safeguards requirements and the works have begun. The road is expected to be completed by the end of September 2017. This is the last infrastructure activity to be undertaken under the current operation.Dissemination of best practices in construction is still supported by component 3. The (BTEB) within MTPTC/DTP is performing training sessions to construction professionals in the PAP metropolitan area and in provinces. A locally based team of 3 engineers has been dispatched to Cap Haitian and a national tour over the ten departments is underway with the “constructobus” (mobile team in a bus delivering training in provinces) and will contribute to expend the dissemination in the northern part of the country which is the most exposed to seismic hazard. A second “constructobus” has been purchased and will be helping with the national tour over the ten departments.CIAT activities to inform the reconstruction planning process are still going. The virtual library will be available before the end of the October.
