Owing to the windfall gains realized by producer governments in petroleum exporting countries, there has arisen the need for prudent fiscal policy in determining the use of resources from favorable but temporary moments in terms of trade and their ultimate benefit to the economy. The paper focuses on a sample of countries with smaller reserves and projected oil incomes insufficient to shoulder the burden of development for more than perhaps two decades...
