Extension of Closing Date and Amendment to Appendix 2 to the Loan Agreement
Dear Mr. Wang,
I refer to the Loan Agreement between the People's Republic of China (the "Borrower") and
the International Bank for Reconstruction and Development (the "Bank"), dated November 25, 2014
(the "Loan Agreement"), for the above-mentioned project, and to the letter from the Department of
International Economic and Financial Cooperation, Ministry of Finance, dated April 26, 2020,
requesting the Bank to extend by six months the current closing date (i.e. December 31, 2020) of the
above captioned loan provided for under the Loan Agreement, as well as the communication dated
February 21, 2020 from Zhejiang provincial management office regarding the status of project
implementation units.
I am pleased to inform you that the Bank has established June 30, 2021 as the later date for the
purposes of paragraph 2 of Section IV.B. of Schedule to the Loan Agreement, and proposes to amend
the Loan Agreement by deleting the Appendix 2 to the Loan Agreement and replacing it with the
Annex to this letter.
Except as specifically amended in this letter, all other terms and conditions of the Loan
Agreement shall remain in full force and effect.
Please confirm your agreement to the amendments proposed under this letter on behalf of the
Borrower by signing and dating the form of confirmation set forth below, and returning one fully
countersigned original of this amendment letter to us and retaining one original for your records. This
amendment letter shall become effective as of the date of the countersignature (except for the provision

related to the extension of the Closing Date, which shall become effective upon dispatch of this
amendment letter to the Borrower), upon receipt by the Bank of a duly countersigned original of this
letter by the authorized representative of the Borrower.
