No Page 1 of !Syntax Error The World Bank Reaching All Children with Education in Lebanon Support Project (P159470) I. PROGRAM STATUS AND RATIONALE FOR RESTRUCTURING 1. Project Status The Support to Reaching All Children with Education in Lebanon (S2R2) Program-for-Results (PforR) was approved by the Board on September 27, 2016 and became effective on July 18, 2017. Aimed at supporting the Lebanese Government’s own program (RACE2), the S2R2 works to expand equitable access to schooling, improve learning conditions, and build a more efficient management system. The S2R2 has a total allocation of US$204 million, originating from three distinct sources. Through US$100 million equivalent in concessional loans, the International Development Association (IDA) provides financing across all Disbursement Linked Indicators (DLIs). The Lebanon Syrian Crisis Trust Fund (LSCTF), with a US$100 million grant, supports increased enrollment of Lebanese and non-Lebanese students in public schools. Lastly, the Results in Education for All Children (REACH) Trust Fund (TF) contributes US$4 million for the achievement of DLI3 (teacher performance measured and evaluated). Now in its second year of implementation, the S2R2 has contributed to the Government’s advancement of its education agenda as well as addressing the protracted Syrian refugee crisis. An Independent Verification Agency (IVA) submitted its first report in June 2019 confirming the following progress towards the Program Development Objective (PDO) indicators and targets: 1. The number of school students enrolled in public schools has reached 90 percent of the program target. 2. Transition rate increases has reached 2 percent, halfway to the target for two out of the three critical grade transitions (grade 4 to 5, grade 7 to 8, and grade 10 to 11), and baseline values for these transition rates have been agreed. 3. Disaggregated data on enrollment and passing rates have been published, providing critical data that can be used for evidence-informed decision-making. Despite the overall progress however, some activities have moved slower than anticipated, with some delays stemming from slow launch, while others were affected by additional donor-imposed due diligence measures. Initially, the launch of the S2R2 was held up by ratification by the Council of Ministers. Shortly after the Program became effective (September 2018), the UK Department for International Development (DFID) suspended payments to all its projects in Lebanon including the PforR, pending the completion of an Enhanced Due Diligence Assessment (EDDA). Additionally, DFID froze funds that had already been transferred to the Government’s Designated Account, halting expenditures on activities except for those related to hiring of consultants. The EDDA was completed in October 2018 and confirmation that its recommendations had been implemented was received through the second semi-annual audit report submitted on September 2, 2019. During the supervision mission which took place in October 2019, the World Bank team confirmed DFID’s approval to allow the unfreezing of resources and an extension of the LSCTF to March 2021. A Program audit is delayed but currently underway, expected to be delivered by December 2019. The main sources of financing contributing to the Program are WB and UNICEF. The WB’s share of the Program’s audit has already been completed and the Government is expecting UNICEF’s audit to be completed by early December in order to finalize the annual Program audit. An audit exception waiver was sought and approved by the MNAGOV Practice Manager - Financial Management (Robert Beschel) in addition to WFA Division Manager (Junxue Chu). Rationale for Restructuring The proposed simple restructuring for the extension of the LSCTF is critical to allow the Government to implement reforms planned under its own Program (RACE 2) and meet the related DLI targets of the World Bank Program (S2R2). It is not expected to affect the overall implementation or achievement of Program results. By the revised closing date of March 31, 2021, it is expected that all Disbursement Linked Indicator (DLI) targets under the grant would have been achieved and verified, allowing for full disbursement from the Trust Fund. The extension of the Trust Fund responds to the Government of Lebanon’s request sent in June 21, 2019 explaining that the “Program is still in the early implementation stages and some of the important activities….will not begin till 2020”. It also responds to a letter from the donor partner, DFID, sent in April 2019, which had authorized a no-cost extension of the Main Trust fund to September 30, 2021. (the reason this restructuring is only now taking place is because the Main TF has a total of eight donors, all of whom needed to concur on the revised closing date). II. DESCRIPTION OF PROPOSED CHANGES The Project activities/results associated with the Program are expected to remain the same. The PDO also remains relevant and will be achieved. The Program closing date of February 28, 2023, implementation arrangements, PDO, associated indicators and targets also remain relevant and unchanged. This Restructuring Paper thus proposes only the extension of the LSCTF: The Government of Lebanon, in a letter sent on July 18, 2019, requested the extension of the two Trust Funds co- financing the S2R2 (the REACH TF-TF0A3064; and the Lebanon Syrian Crisis Trust Fund -TF0A4753) to allow enough time to complete activities and meet associated DLI targets. The REACH TF was recently extended to December 31, 2019. The LSCTF had to await extension of the Multi-donor TF from which its allocation is drawn. That approval was received on November 14, 2019. Therefore, the team is now proceeding with the extension of the LSCTF to March 31, 2021, as agreed with the Government and donor partners.
