CHAIRMAN'S SUMMARY IDA Deputies Meeting Washington, DC, USA February 22,2005 1. Deputies of donor countries, representatives of borrower countries and observers from other multilateral development banks convened in Washington, DC for the final meeting of the IDA14 replenishment discussions. Participants expressed their appreciation to the Government of theUnited States for hosting the meeting. This note reflects the chairman's sense of the discussions. 2. Participants reaffirmed their support for the IDA14policy framework for poverty reduction, which Participants endorsed at the December meeting in Athens. The policy framework for IDA14 includes key measures that support the "Working Together to Achieve the MDGs" theme of thereplenishment. These include: A new system for allocating IDA grants based on countries' risk of debt distress. A strong focus.ongrowth, private sector sector development and infrastructure. A results measurement system for IDA14. Increased transparency and accountability, including through thedisclosure of IDA's country performance assessments. Measures to strengthen coordination and harmonization among development partners. 3. Underpinning the policy framework for IDA14, Donors reconfirmed their support for a replenishment that represents a 30 percent increase of commitment authority over IDA13. Donors made pledges of funding that so far represent an approximately 26 percent increase in donor contributions over the previous replenishment. This translates into an increase of about 23 percent in IDA's commitment authority. Some donors are still exploring the possibility of additional pledges in order to achieve the desired increase in IDA14 commitment authority. 4. Participants reviewed the draft of the IDA14 report. Participants noted that the final IDA14 report would now be circulated to the Executive Directors for their approval and transmission to IDA's Board ofGovernors. Deputies proposed that the Executive Directors recommend to the Board of Governors the adoption of the draft IDA14 Resolution. 5. The chairman thankedParticipants for the support they have expressed throughout the replenishment process for theneeds of IDA countries, and the commitments they have made to continue their support over the next three years and to continue IDA's role as a key partner of developing countries.
