PNG Resource Governance Coalition is the umbrella civil society organization that coordinates PNG’s civil society participation in the implementation of the Extractive Industries Transparency Initiative (EITI). The PNGRGC Strategic Plan 2016-2017 is aligned to the Pillars of the global coalition of civil society organizations associated with the EITI under the auspices of Publish What You Pay. This Plan however reflects the needs of PNG Civil Society and the capacity of PNGRGC to meet some of those needs. Areas of focus (please add a sentence or two to describe the main area of focus and why the coalition deems them relevant):These are two main areas with the following overall objectives: I. Enhancing transparency and accountability in the EI in PNG a. Supporting the implementation of the EITI in PNG b. Going beyond the EITI requirements c. Supporting CS role in the implementation of other transparency initiatives: the OGP II. Strengthening of the Coalition a. Building the capacity of the coalition members b. Enhancing the governance structure of the coalition c. Establishing a communication strategy d. Diversifying sources of funding for the coalition GOAL: Enhancing transparency and accountability in the EI in PNG Who from the Timeframe OBJECTIVE Activities Expected outcomes coalition Supporting the -Setting up a communication plan implementation of between civil society reps on the MSG the EITI in PNG and the wider CS -Regular discussion of MSG agenda and with agreement on CS stance on issues prior to MSG meetings Increasing regional CS representation on the MSG -Dissemination of information from the EITi report: (Infographics, photobooks from extractive areas related to points addressed in the recommendations, eg: environmental damage photos,..) -3 radio shows engagements Going beyond the -Produce recommendations for the next EITI EITi 2014 report that demand the inclusion requirements of environmental information, and contract disclosure. Supporting CS -Give input on the National action Plan of role in the the OGP through the CS group (Wallis, implementation of Paul, Martyn, Emily, ecoforestry) other -Monitor the implementation of the NAP transparency and present recommendations to the initiatives: the annual IRM (evaluation report for the OGP OGP produced annually by PNG). Enhance -Write a communication plan for CS reps communication on the MSG and the wider CS.(regular amongst civil updates, meetings, creation of email society list..etc) representatives and teh wider cs Raising -Engage the academia and youth through awareness targeted seminars at the universitities to around the EITI explain about the EITI, contract disclosure, revenue management, sharing. Support contract -Perform a mapping of allies and disclosure in advocacy plan. PNG -Meet with primary targets -Set up joint meetings with National EITi secretariat and Chamber of Mines. -Lobby with some MPs to set up an energy committee. -Commission an investigative piece about agreements that are already accessible to the public, while pointing out why it is beneficial to the government and companies to publish these agreements.
