57262 STATUS OF PROJECTS IN EXECUTION FY10 SOPE EAST ASIA AND PACIFIC REGION Solomon Islands Operations Policy and Country Services OCTOBER 03, 2010 Introduction The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Rollout of the program to new provinces will start in late 2010. There has been broad support for the program, both at the community and provincial levels, as well as an increased understanding of the program at the national level. Subprojects are underway in the four initial provinces and agricultural extension activities are also being expanded to new provinces. Progress toward achieving development objective(s): Significant progress has been made in implementing many of the steps needed to improve the management, finances and operational performance of the SIEA. The reliability of electricity supply has improved sharply, as reflected in the System Average Interruption Frequency Index, which in a six-month period was reduced from 11.79 to 0.0 (as of June 2010). There have been significant improvements in the financial position of the SIEA, due largely to an increase in the number of pre-payment meters. However, other state-owned enterprises continue to incur substantial arrears with the SIEA, in particular the Solomon Islands Water Authority (SIWA). The government has requested assistance in formulating a plan to strengthen the performance of SIWA, which in turn would improve the financial sustainability of the SIEA.
