Enhanced wastewater and solid waste services will also help reduce pollution into the Bohai Sea and contribute to improving Bohai Sea water quality. Has the Project Development Objective been changed since Board Approval of the Project Objective? No China-GEF-Liaoning (P090375) Global Environmental Objective (from Project Appraisal Document) The global environmental objective of the LMC-2 project with the GEF enhancements is the reduction of land-based pollution into the Bohai Sea through investments in wastewater and solid waste infrastructure and improved utility regulation, planning and management in the LMC-2 cities and throughout Liaoning Province. Has the Global Environmental Objective been changed since Board Approval of the Project Objective? This has been properly taken into consideration through the project design and the procurement of the adequate services, works and goods covering a wide range of scope including water supply production, distribution, treatment and management; wastewater collection and treatment; and solid waste collection, transfer, disposal and leachate treatment for the project area cities, town and counties Planned activities have been substantially and satisfactorily completed and delivering benefits to target population. Some of the key achievements to date include: (i) increasing clean water supply by 190,000 m3 per day for Yingkou and Anshan, benefiting a population of approximately 1.1 million; (ii) completing three new wastewater treatment plants with a combined capacity of 250,000 m3 per day in Yingkou, Panjin and Gaizhou, benefiting nearly 1.8 million with nearly 17,629 tons of biochemical oxygen demand load, 4,978 tons of total nitrogen and 509 tons of phosphorous reductions in 2014 that otherwise would have gone into the Bohai Sea; and (iii) increasing modern sanitary landfill capacity by 1,800 ton per year in Fushun and Panjin. These achievements far exceed the project targets. In addition the project successfully completed: (i) upgrading and installing 495 km of water supply networks; (ii) upgrading and installing about 115.8 km of main sewers lines; (iii) installing over 184,000 water meters in six cities; (iv) implementing active Non-Revenue Water programs in five cities; and (v) improving cost recovery trends and installing satisfactory asset management plans in all participating water utilities. The project has also piloted a program that extends and integrates solid waste collection and disposal services into peri- urban communities around Panjin. 6/14/2015 Public Disclosure Copy Page 2 of 10 Public Disclosure Copy The World Bank Implementation Status & Results Report China-Second Liaoning Medium Cities Infrastructure Project (P092618) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  --  Moderate Macroeconomic  --  --  Moderate Sector Strategies and Policies  --  --  Moderate Technical Design of Project or Program  --  --  Low Institutional Capacity for Implementation and Sustainability  --  --  Substantial Fiduciary  --  --  Substantial Environment and Social  --  --  Low Stakeholders  --  --  Low Other  --  --  -- Overall  --  --  Moderate Results Project Development Objective Indicators PHINDPDOTBL  Wastewater Utility Cost Recovery Ratio for 4 cities (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Yingkou 1.0; Yingkou 1.0 Panjin 0.6 Yingkou 0.99; Panjin Yingkou 1.1, Panjin 1.0, Panjin 1.0, Value Fushun 0.5 Gaizhou 0.0 0.88; Gaizhou 1.0 Fushun 1.0, Gaizhou 1.0 Fushun 1.0, Gaizhou 1.0 Date 31-Dec-2006 30-Sep-2014 29-May-2015 30-Jun-2015 Comments The targets for Yingkou and Panjin are met.
