Across the six pilot sites now are six vibrant community enterprise associations composed of 4,336 individuals (264 clusters) engaged in enterprises that they themselves have identified through a rigorous process of social preparation and capacity-building. However, the Project has faced serious operational challenges which resulted in start-up and implementation delays. While the loan became effective on November 21, 2012, it was only after a year that the Project was launched. With the delays, ground implementation started only in January 2014 and further delayed as the contract signing with the National CSO (PinoyME), DSWD’s management partner for this project happened only in June 2, 2014. Having a National CSO and Regional CSO partners is one of the mitigating measures under the Project given DSWD’s lack experience in enterprise development. its development With delayed implementation, the Project would need to extend project closing date to allow more time to complete remaining important activities and achieve its project development objectives. It is however, necessary to address the remaining challenges affecting the project which are as follows: (1) delays in the processing and implementation of sub-grants for common service facilities and (2) slowing down of activities related to access to microfinance due to the transition in the microfinance sector, and (3) outcome indicators that are found to be beyond the scope of project interventions. On September 5, 2016, the DSWD sent a letter to the Department of Finance (DOF) to request the Bank to amend the Grant Agreement to extend the project to May 2017. It is hoped that the extension period will give sufficient time for the community enterprise groups to complete the full cycle of the project in their respective areas and in the process significantly contribute to the achievement of the project objectives.
