Introduction and Context Country Context This project's main objective is to begin the work of building the capacity of the Pakistan Bureau of Statistics on a range of dimensions. These include the re-basing of the CPI; training PBS staff on Public Disclosure Copy sampling; improving the design and implementation of the HIES/PSLM as well as the Population census, the Agricultural Censuses, and pilot CAPI for the collection of price data for the CPI. This will entail developing custom software solutions, the provision of tablets to support the training of interviewers for the shift to CAPI for price data collection, and technical support with software and hardware issues that may arise. The PBS has ndicated that they would like to pursue on open source solution based on Open Data Kit (ODK). Sectoral and Institutional Context PBS has a long history of producing a number of surveys of good quality. The challenge they face now is that their systems for data management as well as for the implementation of surveys etc has become quite outdated and it has been over 25 years since any serious capacity building effort has been undertaken. There is also a much greater need for timely and sufficiently dis-aggregated data to support the effort to ensure equitable access to key services after decentralization. This grant is a small beginning towards the much larger effort required Relationship to CAS/CPS/CPF Monitoring and tracking progress on well being, whether for the poorest or for the bottom of the distribution, requires reliable high quality and relevant data. This is explicitly stated as an objective Page 1 of 3 in the 2015-19 CPF. II. Project Development Objective(s) Public Disclosure Copy Proposed Development Objective(s) To help the Pakistan Bureau of Statistics with: the re-basing of the CPI; improving sampling for the HIES, Population and Agricultural Censuses; the implementation of the HIES/PSLM; and the implementation of CAPI to collect price data. Key Results New samples for the HIES, Population census and Agricultural census Re-based CPI Custom CAPI software Successful pilot to expand price data collection to rural areas and move to a CPI based price data collection. III. Preliminary Description Concept Description This project's main objective is to provide support to PBS to: rebase the CPI; improve sampling for HIES/PSLM as well as the Population and Agricultural Censuses, and pilot CAPI for the collection of price data for the CPI. This will entail developing custom software solutions, as well as providing additional equipment to support interviewers, as well as technical support with software and hardware issues that may arise. The PBS has indicated that they would like to pursue on open source solution based on Open Data Kit (ODK). The TF will fund international consultants who are experts in CPI rebasing and sampling ($60k) and support the development of software based on ODK that can promote the use of CAPI ($20k), the implementation of price pilot ($32k) as well as additional funds to procure tablets ($28k), and ongoing technical support ($20k). The outputs will be new samples for the surveys and censuses; the rebased CPI, custom CAPI software, and a price pilot using CAPI. Public Disclosure Copy IV.
